中国国际话语权:历程、挑战及提升策略

【摘要】：国际话语权是国家软实力的重要组成部分,是一国在国际权力结构中地位和影响力的体现。近年来,中国国际话语权有了较大程度提升,但在国际话语格局中的弱势地位还没有根本改变。当前,中国国际话语权与国家实力不相匹配的矛盾日益突出,中国在国际话语权竞争中仍然面临诸多挑战和掣肘,包括西方官方话语的打压、西方媒体的歪曲、发展中国家的不信任、国际话语规则的制约、中国学术话语的乏力等。因此,通过明确话语定位、提升话语质量、改进传播手段、开展"特色外交"、寻求联合"发声"、拓展话语平台等方面的举措来提升中国国际话语权具有重要意义。
[Abstract]:International right of speech is an important part of national soft power and the embodiment of a country's position and influence in the structure of international power. In recent years, China's international discourse power has been greatly improved, but the weak position in the international discourse pattern has not fundamentally changed. At present, the contradiction between China's international discourse power and national strength is increasingly prominent. China still faces many challenges and constraints in the competition for international discourse rights, including the suppression of official western discourse and the distortion of Western media. The distrust of developing countries, the restriction of international discourse rules, and the weakness of Chinese academic discourse. Therefore, it is of great significance to promote China's international discourse rights by defining the position of discourse, improving the quality of discourse, improving the means of communication, carrying out "characteristic diplomacy", seeking joint "voice" and expanding the platform of discourse.
