破解制约全面建成小康社会的发展短板和问题

【摘要】：如期实现全面建成小康社会目标面临一系列短板和问题,主要是经济社会发展存在着"高血压"的病症、收入分配上存在着"瀑布落差"、科技创新方面存在着"阿喀琉斯之踵"等等。短板和问题主要是发展中的问题、成长中的短板、转型中的矛盾,这些问题直接涉及群众的切身利益,要有解决这些问题的紧迫性。为此,要完成好全面建成小康社会的底线任务,也就是打赢脱贫攻坚战;要落实好"四个全面"战略布局,为全面建成小康社会破除各种障碍;要贯彻好"五大发展"理念,为全面建成小康社会提供新的强大动力。
[Abstract]:Realizing the goal of building a well-off society in an all-round way as scheduled faces a series of problems and problems, mainly due to the existence of "hypertension" in economic and social development. There are falls in income distribution, Achilles' heel in science and technology innovation and so on. Short board and problem are mainly problems in development, short board in growth and contradictions in transition. These problems are directly related to the vital interests of the masses, so it is urgent to solve these problems. In order to accomplish the bottom line task of building a well-off society in an all-round way, that is, to win the battle against poverty, to carry out the "four comprehensive" strategic arrangements, to break down various obstacles for the overall construction of a well-off society, and to implement the concept of "five major developments", To build a well-off society in an all-round way to provide a strong new power.
