非农化背景下农村妇女参与村务管理的绩效研究

【摘要】：非农化是嵌入到乡村治理的重要变量。随着非农化的迅猛发展,农村妇女的经济自主性不断提升同时,势必影响其参与的自主性和参与能力,开始活跃于农村的大小事,参与到村务管理中来。在此背景下,论文着重要回答的是农村妇女在村务管理中是如何参与,参与绩效如何以及何以可能提升等一组实践性命题。基于对非农化背景下村务与村务管理主要特征进行考察的基础上,论文分别从参与内容与参与形式分析了非农化背景下农村妇女在村务管理中的参与实践,并着重从参与广度、深度与效度三方面分析农村妇女参与村务管理的绩效。研究表明,从参与广度上看,农村妇女进入村“两委”的数量有了明显提高,但是相比于男性在村“两委”中的占比仍小,农村妇女依然是参与村务管理的弱势群体。从参与深度上看,农村妇女对于自身参与的权利有了更清楚认识,并在参与过程中的主动性有了提高,但是参与中所掌握的信息并不充分,通常是盲目的参与村务管理。从参与效度上看,不同类别的农村妇女的参与效度不同,精英妇女的参与效能感高于大众妇女的参与效能感,但二者的效能感均有提高,同时,农村妇女参与村务管理的影响力也明显提高。论文对农村妇女参与村务管理绩效进行分析之后,先后从农村妇女参与村务管理的保障与激励机制,农村妇女参与村务管理的公共环境与家庭背景,以及农村妇女自身参与意识较弱、文化素质及能力跟不上管理要求等自身限制角度,揭示了影响非农化背景下农村妇女参与村务管理的若干因素。最后,论文进一步探讨了农村妇女参与村务管理绩效的路径选择,并作出了几点建议：从教育培训上提高农村妇女参与村务管理的能力；在创新激励中吸引农村妇女参与村务管理；建构平台中拓宽农村妇女参与村务管理的通道以及充分发挥妇联在农村妇女参与村务管理中的推动作用等。
[Abstract]:Non-farming is an important variable embedded in rural governance. With the rapid development of non-agriculture, rural women's economic autonomy is constantly improving, which will inevitably affect their participation autonomy and participation ability, start to active in the rural areas, participate in the management of village affairs. In this context, the paper is an important answer to the rural women in the management of village affairs how to participate, how to participate in the performance and how to promote such a set of practical propositions. Based on the investigation of the main characteristics of village affairs and village affairs management under the background of non-agriculture, the paper analyzes the rural women's participation practice in village affairs management from the participation content and the participation form, and focuses on the participation breadth. The performance of rural women's participation in village management is analyzed from three aspects: depth and validity. The study shows that the number of rural women entering the village "two committees" has obviously increased, but compared with the proportion of men in the village "two committees" is still small, rural women are still the weak group to participate in village affairs management. From the depth of participation, rural women have a clearer understanding of their right to participate, and the initiative in the process of participation has been improved, but the information in the process of participation is not sufficient, usually blindly participate in the management of village affairs. From the point of view of participation validity, the participation validity of different rural women is different. The participation efficacy of elite women is higher than that of mass women, but both of them are improved, at the same time, Rural women's participation in village affairs management also increased significantly. After analyzing the performance of rural women's participation in village affairs management, the paper analyzes the protection and incentive mechanism of rural women's participation in village affairs management, the public environment and family background of rural women's participation in village affairs management. At the same time, the rural women's participation consciousness is weak, the cultural quality and ability can not keep up with the management requirements and so on. It reveals some factors that influence rural women's participation in village affairs management under the background of non-agriculture. Finally, the paper further discusses the path choice of rural women's participation in village affairs management performance, and makes several suggestions: improve rural women's ability to participate in village affairs management from the aspect of education and training; To attract rural women to participate in village affairs management in innovative incentive, to broaden the channels of rural women's participation in village affairs management and to give full play to the role of women's federations in rural women's participation in village affairs management.
