哈尔滨市老年公寓养老问题研究

【摘要】：人口老龄化是当今世界面临最为严峻的问题之一,同时也是社会进步的必然产物。如何妥善的解决人口老龄化导致的养老问题成为了政府、社会以及老年人自身都普遍关注的问题,社会家庭结构的剧烈变化严重冲击着我国传统的家庭养老模式。经济的迅速发展促使人民生活水平得到了提高,老年人对晚年生活质量的要求也越来越高,然而当前的养老机构,在质量和规模上无法满足养老的新需求,复杂的市场因素和现实的压力都在促使着新型养老模式-老年公寓养老的诞生。老年公寓养老不同于传统的老年机构养老,不仅为老年人提供适合自己需求的房屋,还提供医疗、护理、娱乐等多样化的服务更加关注老年人在精神方面的需求,从实际出发,把老年人的心理状况和生活服务需求相结合,进而从本质上提高老年人的生活品质。老年公寓是人口老龄化条件下的必然产物,顺应了时代的需要,必然有着广阔的发展前景。本文以哈尔滨市的现实情况为出发点,根据哈市各区老年公寓总数,采用系统抽样的方法,机械的每隔五个单位抽取一个老年公寓,一共抽取7家老年公寓作为调研对象,通过发放调查问卷和个人访谈的方法,了解目前哈尔滨市老年公寓的市场需求、供给以及老年人选择老年公寓的影响因素,总结出老年公寓发展中存在的主要问题,并针对具体问题提出解决措施。根据调查显示,目前哈尔滨市老年公寓在数量、规模和服务上均不能满足市场的需要,有些区、县床位缺口很严重,而个别地区的床位利用率又严重不足,从哈尔滨市老年公寓的实际情况出发,发展不同层次的老年公寓,老年人可以根据自己的喜好和经济能力选择适合自己的老年公寓,从而有一个快乐、幸福的晚年生活,希望本文能为哈尔滨市养老问题的发展提供一些借鉴,为提高哈尔滨市老年公寓的整体服务水平和质量尽一份绵薄之力。
[Abstract]:Population aging is one of the most serious problems facing the world today, and it is also the inevitable outcome of social progress. How to properly solve the aging of the population caused by the old-age problem has become a common concern of the government, society and the elderly themselves, the dramatic changes in the social family structure seriously impact on the traditional family pension model in China. With the rapid development of economy, the standard of living of the people has been improved, and the requirements of the elderly for the quality of life in their old age are becoming higher and higher. However, the current old-age care institutions cannot meet the new needs of the aged in terms of quality and scale. Complex market factors and realistic pressure are promoting the birth of a new old-age model-the old age apartment. The old-age apartment is different from the traditional old-age organization, not only to provide the elderly with a house suitable for their own needs, but also to provide a variety of services, such as medical care, nursing, entertainment, and so on, paying more attention to the spiritual needs of the elderly, starting from the reality. The psychological condition of the elderly is combined with the life service demand, and the quality of life of the elderly is improved in essence. The apartment for the aged is the inevitable product of the aging population. It conforms to the needs of the times and must have a broad development prospect. Based on the actual situation of Harbin, according to the total number of apartments for the elderly in various districts of Harbin, this paper adopts the method of systematic sampling to select one apartment for the aged every five units mechanically. A total of 7 apartments for the elderly are selected as the research objects. Through the methods of questionnaire and personal interview, we can find out the market demand, supply and influence factors of the elderly apartment in Harbin, and summarize the main problems in the development of the elderly apartment. And to solve the specific problems put forward measures. According to the survey, at present, the number, scale and service of old apartments in Harbin cannot meet the needs of the market. In some districts and counties, there is a serious shortage of beds, and the utilization rate of beds in individual areas is seriously inadequate. Starting from the actual situation of the apartments for the aged in Harbin, we should develop different levels of apartments for the elderly. The elderly can choose their own apartments for the aged according to their preferences and economic ability, so as to have a happy and happy life in their old age. I hope this paper can provide some reference for the development of the old-age problem in Harbin, and contribute to the improvement of the overall service level and quality of the elderly apartment in Harbin.
