城市社区服务队伍参与矛盾纠纷排查调处研究

【摘要】:本文的研究主题是当前我国城市社区服务队伍的建设与整合,分析我国城市社区服务队伍参与矛盾纠纷排查调处过程中遇到的问题,在调解排查过程中所遇到的困难,针对这些问题和困难提出对策性建议,从而为社区居民提供更好的服务,这对完善我国城市社区服务队伍建设,提高他们在社区治理中的作用也具有一定的现实意义。本文认为随着城市化进程的推进,城市社区工作逐步展开,城市社区服务队伍所肩负的责任也越来越重,原有的计划经济体制下以社区居委会作为单一的服务主体模式已经难以满足现在社区居民的服务需要,各种社会服务队伍和公益团体已经参与到社区服务中来。为了促进湖北省社区服务建设快速发展,必须整合现有的社区居委会、网格管理员、专业工作者、社会组织以及志愿者的力量,建成一支素质和水平较高的城市社区服务队伍。为了更好的建设城市社区服务队伍能够排查调解社区转型期所凸显出来的矛盾纠纷,本文以湖北省四个地市为基础进行了调研。通过文献梳理、问卷调查和实地访谈等方法对湖北省城市社区服务队伍进行了描述分析。在调研过程中发现,经过不断发展,湖北省城市社区服务队伍平均年龄在逐渐降低,文化知识水平在不断增加,所提供的社区服务向着专业化和多元化转变。但笔者调研发现,由于传统和现实等原因,目前,城市社区服务队伍在介入社区,进行排查调解矛盾纠纷时存依然存在很多问题。主要表现在:城市社区服务队伍在解决矛盾纠纷时身份模糊,导致权威性不强;城市社区服务队伍在解决矛盾纠纷时专业化程度不高;城市社区服务队伍在解决矛盾纠纷时积极性不高。为了使城市社区服务队伍在进行排查调解矛盾纠纷规范化、专业化和职业化,需要从以下几个方面着手:要从制度建设方面着手,使化解社区矛盾规范化;要从教育培训方面着手,使化解社区矛盾专业化;要从激励机制方面着手,使化解社区矛盾职业化;要从政策制度方面着手,使城市社区服务队伍协同治理。
[Abstract]:The research theme of this paper is the construction and integration of the urban community service team in our country at present, and analyzes the problems encountered in the process of participating in the investigation and mediation of contradictions and disputes, and the difficulties encountered in the process of mediation and investigation. In view of these problems and difficulties, this paper puts forward some countermeasures to provide better service for the community residents, which is also of practical significance to improve the construction of urban community service team and enhance their role in community governance. This paper holds that with the advancement of urbanization, the urban community work is gradually carried out, and the responsibility of the urban community service team is becoming more and more heavy. Under the original planned economy system, it is difficult to meet the service needs of the community residents by using the community neighborhood committee as a single service subject mode, and various social service teams and public welfare groups have already participated in the community service. In order to promote the rapid development of community service construction in Hubei Province, it is necessary to integrate the existing community neighborhood committee, grid administrator, professional workers, social organizations and volunteers to build a high quality and high level urban community service team. In order to better build the urban community service team to investigate the conflicts and disputes highlighted in the period of mediation community, this paper based on the four cities in Hubei Province. Through literature combing, questionnaire investigation and field interview, this paper describes and analyzes the urban community service team in Hubei province. In the process of investigation, it is found that the average age of the urban community service team in Hubei Province is gradually decreasing, the level of cultural knowledge is increasing, and the community service provided has changed to specialization and diversification. However, the author finds that, because of the traditional and realistic reasons, there are still many problems existing when the urban community service teams intervene in the community and carry out the investigation and mediation of contradictions and disputes. The main manifestations are as follows: the identity of the urban community service team in resolving contradictions and disputes is vague, leading to the lack of authority, the professional degree of the urban community service team in resolving contradictions and disputes is not high; Urban community service team in resolving conflicts and disputes when the enthusiasm is not high. In order to standardize, professionalize and professionalize the investigation and mediation of contradictions and disputes among the urban community service teams, it is necessary to start from the following aspects: to start from the aspect of system construction, to standardize the settlement of community contradictions; We should start from the aspect of education and training to make the solution of community contradiction specialized, to start from the aspect of incentive mechanism, to professionalize the solution of community contradiction, and from the aspect of policy and system, to make the team of urban community service manage in coordination.
