中国共产党政党外交国际身份演变研究

【摘要】：中国共产党是马克思列宁主义与中国社会革命相结合的产物。中国共产党成立之后，始终把中国人民的解放事业与人类进步事业联系在一起，把中国的前途和命运同世界的发展与进步事业联系在一起，积极同世界各国共产党和进步力量建立联系，积极争取国际社会和国际友人对中国革命的理解、同情和支持。在新民主主义革命时期，中国共产党的国际统一战线工作扩大了中国革命和中国共产党的世界影响，不仅为中华民族独立解放事业作出了积极贡献，也为人类社会进步事业作出了重要贡献。建国后，面对帝国主义的敌视和包围封锁，以及其后美苏争霸的冷战格局，中国共产党先后提出“一边倒”、“一条线”、“一大片”和三个世界等一系列重大国际战略思想，成功拓展了社会主义中国的外交空间，增强了中国共产党的战略地位。中国共产党通过同各国共产党、工人党和其他进步力量建立广泛友好关系，为新中国迅速打开外交局面、巩固新生的人民政权、进行社会主义革命和开展大规模社会主义建设，发挥了重要作用。但其中也经历了艰难、曲折和错误。党的十一届三中全会以后，中国共产党科学判断国际形势，准确把握时代特征，政党外交紧紧围绕党和国家的中心工作，进行重要的调整和创新，不断拓展了与世界大多数国家政党的交往与联系，积极为现代化建设和改革开放事业创造了有利的外部条件。上个世纪90年代以来，面对国际风云急剧变幻和复杂的国际形势，政党外交坚持把维护国家利益作为根本出发点和落脚点，为打破西方一些国家对我的“制裁”，改善中国改革开放和社会主义现代化建设的外部环境作出了重要贡献。新世纪以来，政党外交紧紧围绕党和国家的中心任务，继续开拓创新，加强与各国政党的高层次交往与战略沟通，通过增强预防性外交、前瞻性调研、基础性工作等形成了新的特色和优势，，改善和加强了全方位、多渠道、宽领域、深层次的对外交往格局。政党外交为抓住和用好发展的战略机遇期，为中国共产党借鉴外国政党兴衰成败的经验教训，为中国共产党扩大国际影响和提升国际形象，发挥了重要作用。中国共产党成立已逾90年，政党外交伴随着中国共产党的成立也成长了90年，其中有成绩，也有错误；有经验，也有教训。可以说，中国共产党政党外交为寻求“我是谁”这一核心问题走过了漫长的道路。因此，系统梳理中国共产党政党外交国际身份风雨90年的历程尤为必要，本文以建构主义的“身份”理论为依托，将政党外交的历史变迁分为三个阶段，即一是中国共产党的建立至中华人民共和国成立前，可以把中国共产党政党外交的国际身份大致定位为世界无产阶级革命的一部分和国际体系的革命者，曾一度是共产国际的一个东方支部；二是新中国成立至改革开放前，可以把中国共产党政党外交的国际身份大致定位于社会主义的革命性政党，此阶段经历了从温和的执政党向激进的革命党的转化过程；三是改革开放后直至今天，中国共产党政党外交的国际身份找到了正确的定位，开始由体系外的革命性政党转变为体系内的现状性政党，实现了中国共产党政党外交国际身份的历史性转轨和大调整，和平与发展的社会主义执政党身份得到了确立和认同。本论文试图在此基础上，进而分析中国共产党政党外交国际身份变迁的特征，指出独立自主和和平外交是中国共产党政党外交国际身份演变的内在品质和内在主线，从高度重视意识形态和片面强调意识形态到超越意识形态是其显著特征。纵观90年政党外交的风雨历程，我们认为中国共产党时代观和国家利益观的转移和变迁是政党外交国际身份调整的重要原因，其中也有自身实力变化、国家战略目标取向、与国外互动中观念因素变迁和全球化等各方面因素。进而，本文重点介绍新时期中国共产党政党外交国际身份大调整的时代背景、目标方向和政党外交的定位、优势和特色。可见，改革开放后中国共产党政党外交国际身份找准了正确的国际定位，才带来了中国共产党政党外交的巨大成就和宝贵经验。展望未来，中国共产党政党外交的国际身份也必然面临一些新的形势和挑战。也可以说，中国共产党的国际身份不是静态的，而是动态的，它是中国和中国共产党在与国际社会的互动中得以形成和发展的，也必将在这一进程中不断的走向成熟。随着中国经济的不断发展，中国在国际事务中的影响和作用会越来越大，中国共产党政党外交的国际身份定位也必然在继承传统、保持连续性和稳定性的基础上，根据形势的变化及时调整，与时俱进。
[Abstract]:The CPC is a product of Marxism - Leninism and Chinese social revolution . After the founding of the Communist Party of China , the Chinese Communist Party has made great contributions to the development of the Chinese revolution and the progress of mankind , and actively seeks the understanding , sympathy and support of the Chinese revolution and the Chinese Communist Party . In the new - democratic revolution period , the Communist Party of China has successfully expanded the diplomatic space of the Chinese Communist Party and strengthened the strategic position of the Communist Party of China .

After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China , the Communist Party of China ( CPC ) scientifically judged the international situation and accurately grasped the characteristics of the times .

The Communist Party of China has been established for more than 90 years , and party diplomacy has grown for 90 years along with the founding of the Communist Party of China .
Therefore , it is especially necessary for the Party diplomacy of the Communist Party of China to find out who I am . Therefore , it is especially necessary to comb the history of political party diplomacy into three stages , namely , the establishment of the Communist Party of China until the founding of the People ' s Republic of China .
Second , before the establishment of the new China to the reform and opening - up , the international identity of the Chinese Communist Party ' s political party diplomacy can be roughly located in the revolutionary party of socialism , and this stage has experienced the transformation from the moderate ruling party to the radical revolutionary party ;
Third , after the reform and opening - up , the international identity of the party diplomacy of the Communist Party of China has found the right position , and the revolutionary party outside the system has begun to transform into the current political party in the system . The historic transformation of the Chinese Communist Party ' s political party ' s diplomatic and international identity and the identity of the socialist governing party with great adjustment , peace and development have been established and accepted .

On the basis of this , the paper attempts to analyze the characteristics of the changes of the diplomatic and international identity of the CPC ' s political party , and points out that independence and peaceful diplomacy are the internal quality and internal main line of the evolution of the diplomatic and international identity of the CPC ' s political party .
