新疆残疾人职业技能培训影响因素研究

【摘要】：通过两次全国残疾人抽样调查数据的对比,不难发现,新疆残疾人生活状况得到显著改善。但不容忽视的是,目前新疆残疾人还存在着诸多亟待解决的问题,尤其是新疆地区残疾人事业发展的不平衡。为响应党的十八大要求,实现全面建成小康社会的重大战略,近几年新疆残疾人事业发展迅速。残疾人就业是残疾人事业的重要组成部分,而残疾人职业技能培训更是促进残疾人就业的关键,因此大力加强残疾人职业技能培训,成为促进残疾人就业的重要手段。新疆地区地域面积大,少数民族聚居,要开展残疾人工作既要符合本地的政治、经济情况,又要结合本地的民族和地域特点,这些都在一定程度上限制了残疾人事业的发展。本文主要依托国内外残疾人就业和职业教育领域的研究成果以及实地抽样调查的数据,研究分析新疆残疾人职业技能培训的影响因素,力求更有针对性地提出完善新疆残疾人职业技能培训的建议和措施。本文以促进残疾人就业、改善残疾人经济状况为出发点,在对国内外相关研究成果进行系统梳理和总结的基础上,概括了新疆残疾人职业技能培训的实施现状和存在的问题,运用统计学知识结合新疆残疾人职业技能培训问卷调查,对新疆残疾人职业技能培训影响因素进行统计和分析,分析结果显示残疾人受教育程度的高低、残疾等级的轻重、家庭年人均收入的水平、是否有工作和是否有无障碍设施等因素对新疆残疾人职业技能培训工作的开展有显著影响。围绕着新疆残疾人职业技能培训目前存在的问题和分析出的影响因素,分别从完善法律体系、增加资金支持、明确培训项目、建设无障碍设施、更新残疾人人口数据、提高受教育水平以及增强残疾人自信心等方面提出了具体的解决对策。
[Abstract]:By comparing the data of two national disability sampling surveys, it is not difficult to find that the living conditions of the disabled in Xinjiang have been improved significantly. However, it can not be ignored that there are still many problems to be solved for the disabled in Xinjiang, especially the imbalance in the development of the cause of the disabled in Xinjiang. In order to meet the requirements of the 18th CPC National Congress and realize the important strategy of building a well-off society in an all-round way, the cause of disabled people in Xinjiang has developed rapidly in recent years. The employment of the disabled is an important part of the disabled career, and the vocational skills training of the disabled is the key to promote the employment of the disabled. Therefore, to strengthen the vocational skills training of the disabled is an important means to promote the employment of the disabled. Xinjiang has a large area and ethnic minorities live in large areas. To develop the work of disabled people should not only accord with the local political and economic situation, but also combine with the local ethnic and regional characteristics. To a certain extent, the development of disabled people's cause has been restricted. Based on the research results in the field of employment and vocational education of disabled people at home and abroad and the data of spot survey, this paper studies and analyzes the influencing factors of vocational skills training for disabled people in Xinjiang. Aim to put forward suggestions and measures to perfect the vocational skills training of the disabled in Xinjiang. In order to promote the employment of the disabled and improve the economic situation of the disabled, on the basis of systematically combing and summarizing the relevant research results at home and abroad, this paper summarizes the status quo and existing problems of the implementation of vocational skills training for the disabled in Xinjiang. Based on the statistical knowledge and the questionnaire survey of vocational skills training for the disabled in Xinjiang, this paper makes statistics and analysis on the influencing factors of vocational skills training for the disabled in Xinjiang. The results show that the level of education and the level of disability of the disabled are high and low. The level of annual family income, whether there are jobs or not and whether there are any facilities have a significant impact on the development of vocational skills training for the disabled in Xinjiang. Focusing on the existing problems in vocational skills training for the disabled in Xinjiang and the analysis of the factors affecting it, from perfecting the legal system, increasing financial support, defining training projects, building barrier-free facilities, and updating the population data of the disabled, To improve the level of education and enhance the self-confidence of the disabled and other aspects of specific solutions.
