十八大以来党中央治国理政新战略的探索实践

【摘要】：党的十八大以来,以习近平为核心的党中央提出了一系列治国理政的新理念新思想新战略。本文重点研究党中央治国理政的新战略,全文主要分为五章。第一章,厘清治国理政、战略、党中央治国理政新战略的内涵,探析党中央治国理政新战略的内容和特征,重点对党中央治国理政新战略做总体分析。第二章,把握总中央治国理政新的战略环境。十八大以来,以习近平为核心的党中央准确地分析了我国发展面临有利和不利的国际环境,并对国内发展环境作了深入分析,提出我国发展重要战略机遇期的内涵和条件发生新变化以及经济发展进入新常态的重要判断。第三章,分析中华民族伟大复兴“中国梦”战略目标的渊源和形成过程。共产主义阶段论思想和中国共产党发展战略目标思想是党中央治国理政战略目标理论来源;国内外经济发展的变化和历届党中央关于社会主义建设的经验教训是实践基础。其次,探析党中央治国理政战略目标的发展过程。改革开放以来,我们党先后确立了建设小康社会、全面建设小康社会、全面建成小康社会等战略目标。“中国梦”这一新的战略目标是以习近平为核心的党中央对历届中央领导集体提出的战略目标在新的时代背景下的新发展。第四章,阐述“四个全面”是党中央治国理政的新战略布局。第一,“四个全面”是党中央在新时代条件下提出的战略布局;第二,“四个全面”战略布局是对党中央治国理政实践经验的科学总结;第三,“四个全面”战略布局形成了新形势下党中央治国理政的总方略;第四,“四个全面”战略布局是实现中国梦的新战略布局。第五章,论述“五大发展理念”引领下的新战略举措。党中央治国理政要以五大发展理念为主线进行谋篇布局,提出的重大战略举措都要围绕这五大发展理念来部署展开,即:坚持创新发展,着力提高发展质量和效益;坚持协调发展,着力形成平衡发展结构;坚持绿色发展,着力改善生态环境;坚持开放发展,着力实现合作共赢;坚持共享发展,着力增进人民福祉。
