国家治理现代化进程中的农村社区治理研究

【摘要】：农村社区治理是社会治理和国家治理的基础环节,农村社区治理是否科学有效,将严重影响国家治理现代化的进程。党的十八届三中全会,明确将“推进国家治理体系和治理能力现代化”作为全面深化改革的总目标,为当前的农村社区治理改革提供了全新的理念视角和战略指导。在国家治理现代化进程中推进农村社区治理创新,既是国家政策在基层的推广与落实,也是农村社区治理创新的内在要求。当前我国农村社区治理仍存在许多问题,诸如缺乏社区专业工作者、社区服务形式单一、社区民主化管理薄弱等,需要我们整合社区资源、调整社区治理结构、转变传统的社区治理方式,探索新的农村社区治理新路径。因此,文章从国家治理现代化、农村社区治理的概念及其理论来源出发,拟从国家治理现代化视角来分析我国农村社区治理存在的问题及其原因,并通过对国内农村社区治理实践经验的分析与借鉴,提出能够推进我国农村社区科学治理相应的新举措。本文的结构如下:第一部分:引言。由选题背景、选题目的与意义、国内外研究现状、研究方法、研究创新、研究不足六部分组成。第二部分:相关概念的界定及农村社区治理的重要意义。该部分共分为两个小节,第一小节详细地对国家治理现代化、农村社区治理的概念及两者之间的关系进行了阐述。第二小节分别从新农村建设、基层民主、国家治理现代化三个方面论述了农村社区治理的重要意义。第三部分:农村社区治理的理论来源。笔者对农村社区治理的理论来源进行了梳理和概括,分别从马克思主义经典作家的治理思想、中国共产党主要领导人的治理思想、中国优秀传统历史文化中的治理思想三个方面进行了全面地分析和总结。第四部分:国家治理现代化进程中农村社区治理的现状。该部分分别从农村社区治理取得的成效和存在的问题两个方面,辩证地对当前农村社区治理的现状进行了分析,以期探索出推进农村社区治理现代化转型的有效举措。第五部分:国家治理现代化进程中推进农村社区治理的对策建议。该部分紧密结合国家治理现代化背景,通过对十八大以来相关会议精神和政策的贯彻落实,提出了推进农村社区治理的相应对策。
[Abstract]:Rural community governance is the basic link of social governance and national governance. Whether rural community governance is scientific and effective will seriously affect the process of modernization of national governance. The third Plenary session of the 18th CPC Central Committee explicitly regards "promoting the modernization of national governance system and governance ability" as the overall goal of deepening the reform in an all-round way, which provides a new conceptual perspective and strategic guidance for the current rural community governance reform. Promoting rural community governance innovation in the process of modernization of national governance is not only the promotion and implementation of national policies at the grass-roots level, but also the inherent requirement of rural community governance innovation. At present, there are still many problems in rural community governance in our country, such as the lack of community professionals, the single form of community service, the weak management of democratization of the community, etc. It is necessary for us to integrate community resources and adjust the structure of community governance. To change the traditional way of community governance and explore a new path of rural community governance. Therefore, from the view of the modernization of national governance, the concept of rural community governance and its theoretical sources, this paper intends to analyze the problems and causes of rural community governance in China from the perspective of modernization of national governance. Based on the analysis and reference of the practical experience of rural community governance in China, this paper puts forward some new measures to promote the scientific governance of rural communities in China. The structure of this paper is as follows: the first part: introduction. It consists of six parts: background, purpose and significance, current research situation, research methods, research innovation, and insufficient research. The second part: the definition of relevant concepts and the significance of rural community governance. This part is divided into two sections. The first section elaborates the modernization of national governance, the concept of rural community governance and the relationship between them. The second section discusses the significance of rural community governance from three aspects: new rural construction, grass-roots democracy and modernization of national governance. The third part: the theory source of rural community governance. The author sorts out and generalizes the theoretical sources of rural community governance, respectively from the management thoughts of Marxist classic writers and the main leaders of the Communist Party of China. Three aspects of governance thought in Chinese traditional history and culture are comprehensively analyzed and summarized. Part IV: the status quo of rural community governance in the process of modernization of national governance. This part analyses the current situation of rural community governance dialectically from two aspects of the achievements and problems of rural community governance in order to explore the effective measures to promote the modernization transformation of rural community governance. The fifth part: the countermeasures and suggestions to promote the rural community governance in the process of modernization of national governance. This part closely combined with the background of the modernization of national governance, through the implementation of the spirit and policies of the relevant meetings since the 18th National Congress, put forward the corresponding countermeasures to promote the governance of rural communities.
