马英九政府的大陆政策分析

【摘要】：马英九政府执政已逾六年，其推出了一套与前任迥然不同的大陆政策，并收到了良好效果。台湾地区推出的大陆政策与两岸关系的好坏是紧密相关的，本时期两岸关系达到史上最好时期，也与本次马英九的大陆政策密不可分。马英九的大陆政策对其前任有继承之处，也有创新之处。在目的上都是为了提升台湾经济竞争力、政治影响力及提高政权治理能力，当然，由于指导政策的理念不同，而产生了不同的政策表述和做法，收获到的效果也不尽相同。其大陆政策坚守着其所制定的原则，马英九政府所提出的与中国大陆进行的经济合作大多对台湾有极其大的偏向性，对中国大陆有极强的防备心理，绝不开放政府认为对台湾经济命脉或民众就业有风险的领域；在政治方面，，强调台湾政体的优越性，并提出希望影响中国大陆，并希望同中国大陆进行对等谈判；在军事方面，强调对台湾安全的重视，积极购买防御性武器，调整台湾的军事机制，并加强与美国、日本的联系。在效果上，这种大陆政策在经济上给台湾注入了活水，在两岸关系上使紧张的两岸关系转化为交流互通互信增强的两岸关系，在国际空间上由于两岸的更多默契沟通，使台湾的国际空间得到了扩展。影响马英九大陆政策制定的角色，既有台湾内部的官员和民众，也有中国大陆，还有国际上的不同势力。应该看到的是，其政策有能够促进两岸统一的方面，同时也存在可能延缓两岸统一的隐患，为了让两岸关系能够继续良性发展下去，台湾当局应该更加理性地看到两岸统一的必要性和两岸分裂的危险性，中国大陆方面应该继续打通更多两岸交流融合的渠道，以利于两岸各个层级的联系加深，为政治统合打下基础。
[Abstract]:The Ma Yingjiu government, which has been in power for more than six years, launched a continental policy that was very different from its predecessor and worked well. The mainland policy introduced by Taiwan is closely related to the quality of cross-strait relations. The best period in the history of cross-strait relations in this period is closely related to the mainland policy of this Ma Yingjiu. Ma Yingjiu's continental policy has inherited and innovated from its predecessors. The purpose is to enhance Taiwan's economic competitiveness, political influence and political power. Of course, because of the different ideas of guiding the policy, different policy statements and practices have resulted in different results. Its mainland policy adheres to the principles it has formulated. Most of the economic cooperation with the Chinese mainland proposed by the Ma Yingjiu government is extremely biased towards Taiwan and extremely defensive for mainland China. Never open up areas where the Government believes that there is a risk to Taiwan's economic lifeline or the employment of its people; in political terms, emphasize the superiority of Taiwan's political system, and propose that it wishes to influence the Chinese mainland and negotiate on an equal footing with the Chinese mainland; and in the military sphere, He stressed the importance attached to Taiwan's security, actively purchased defensive weapons, adjusted Taiwan's military mechanism, and strengthened ties with the United States and Japan. In effect, this kind of mainland policy has injected living water into Taiwan economically. In cross-strait relations, the tense cross-strait relations have been transformed into cross-strait relations with exchanges, mutual trust, and enhanced mutual trust. In international space, due to more tacit understanding and communication between the two sides of the strait, Taiwan's international space has been expanded. The role of the Ma Yingjiu in shaping mainland policy includes officials and people in Taiwan, mainland China and different international forces. It should be noted that there are aspects of its policies that can promote cross-strait reunification, and at the same time, there are hidden dangers that may delay cross-strait reunification, so that cross-strait relations can continue to develop healthily. The Taiwan authorities should see more rationally the necessity of cross-strait reunification and the danger of separation between the two sides of the strait. The Chinese mainland should continue to open up more channels for cross-strait exchanges and integration, so as to facilitate the deepening of ties between the two sides at all levels.
