内蒙古政府购买养老服务研究

【摘要】：近年来,随着经济水平的逐步提升,医疗、养老条件的不断改善,我国人口平均寿命有明显延长,人口老龄化的问题日益突出,社会养老的责任也随之加重。内蒙古自治区在2004年就已经进入了人口老龄化的阶段,家庭结构的变化,失独老人、空巢老人、高龄老人的不断增加,促使老年人的基本生活问题、医疗问题和心理慰藉等方面的问题日益突显。面对“银色浪潮”的严峻挑战,内蒙古政府在参考其它发达地区成功案例的基础上,根据自身经济发展的现状,做出具体分析。积极作为、努力探索,将政府购买养老服务这种新的供给模式运用到养老服务的发展中。本文一共分为五个部分：第一部阐述了政府购买养老服务的相关定义及理论。第二部分从内蒙古政府出台相关法律文件、购买内容等方面,详细介绍了内蒙古政府购买现状。第三部分根据对内蒙古实际情况的了解,发现在政府购买养老服务过程中存在着受惠人群小、购买力不足、购买流程不规范、监督体制不完善等问题,并对其原因进行了分析。第四部分列举了英国、美国及其国内经济发达地区的典型案例,总结出成功经验和启示,这对内蒙古发展养老事业起到了积极作用。第五部分根据内蒙古的实际情况,为更好地完善内蒙古政府购买养老服务事业的发展,提出解决对策。
[Abstract]:In recent years, with the gradual improvement of economic level, medical treatment and pension conditions, the average life expectancy of Chinese population has been obviously prolonged, the problem of population aging has become increasingly prominent, and the social responsibility for the aged has also increased. The Inner Mongolia Autonomous region has already entered the stage of population aging in 2004. The changes in family structure, the increasing number of elderly people who have lost independence, the elderly with empty nests, and the elderly have promoted the basic living problems of the elderly. Medical problems and psychological comfort problems are increasingly prominent. Facing the severe challenge of "silver wave", the Inner Mongolia government makes concrete analysis on the basis of referring to the successful cases of other developed regions and according to the present situation of its own economic development. Actively act, explore, and apply the new supply mode of government to the development of old-age service. This paper is divided into five parts: the first part expounds the definition and theory of government purchase of pension service. The second part introduces the current situation of Inner Mongolia government purchase in detail from the aspects of the relevant legal documents and purchase contents issued by the Inner Mongolia government. The third part is based on the understanding of the actual situation in Inner Mongolia, found that the government purchase pension services in the process of small number of beneficiaries, insufficient purchasing power, purchase process is not standardized, supervision system is not perfect and so on, and the reasons are analyzed. The fourth part enumerates the typical cases of the United Kingdom, the United States and its economically developed regions at home, summarizes the successful experience and enlightenment, which has played a positive role in the development of pension in Inner Mongolia. The fifth part, according to the actual situation of Inner Mongolia, in order to better improve the development of Inner Mongolia government to purchase pension services, put forward solutions.
