老年长期照护服务体系完善与社会资本干预——基于失智症老年人的分析

【摘要】：老年长期照护服务体系的建立和完善是应对老龄问题的根本出路。在对失智症老年人的分析基础上,发现长期照护服务存在"五个缺乏"问题,即缺乏家庭照护服务支持、缺乏连续性服务、缺乏社会支持、缺乏预防性服务、缺乏政策规范。从社会资本的角度可以对这些问题进行干预,社会资本能够促进老年人身心健康,减少社会成本,增加长期照护支持。干预策略包括制定全国性的社会资本干预计划、社区宣传教育促进对失智症的了解、建立照护和服务培训体系、建立失智老人照护支持网络等,以实现长期照护体系的完善。
[Abstract]:The establishment and perfection of long-term care service system for the elderly is the basic way to deal with the problem of aging. Based on the analysis of the elderly with dementia, it is found that there are five problems in the long-term care service, that is, the lack of family care service, the lack of continuous service, the lack of social support, the lack of preventive service and the lack of policy norms. From the perspective of social capital, these problems can be interfered with. Social capital can promote the physical and mental health of the elderly, reduce social costs and increase long-term care support. The intervention strategies include making a nationwide social capital intervention plan, promoting the understanding of dementia by community propaganda and education, establishing care and service training system, and establishing a network of care support for the mentally retarded elderly so as to perfect the long-term care system.
