东营市城市社区治理模式创新问题研究

【摘要】：我国目前正处在一个经济、社会快速发展与变革的重要时期,同时也是各类社会矛盾和社会问题的凸显时期。社会地位的升降和收入的悬殊都会引起人们心理的不平衡；人口流动、居所变迁、工作岗位变动频率的加快也使城市管理的难度越来越大……这些问题集中表现在社会的基本单元——社区中。经济、社会的快速发展将社区推到了社会问题的焦点。三十年来,东营市既借鉴外地经验,又突出地方特色,建立起了与经济和社会发展相适应的社区治理体制和运行机制,成为全国和谐社区建设示范城区。近年来,特别是党的十八大作出推进“城乡社区治理”的重大部署以来,东营市认真贯彻落实中央决策精神,以居民需求为导向、以改革创新为动力、以实验试点为载体,围绕政府治理和社会自我调节、居民自治良性互动的改革目标,在街道管理体制改革、社区社会组织培育、微观治理机制建构等多重层次,社区治理法治化、社区协商制度化、社区服务专业化等多元领域,完善政府购买服务、引导社会力量介入、扩大居民有序参与等多个方面进行了开创性探索,推动社区治理创新取得了初步成果。本研究以东营市城市社区为研究对象,以文献资料法,理清东营城市社区的发展历程、治理体制机制的变革；以问卷调查的方法收集研究数据,并对调查结果进行认真分析、定量研究；以个案研究法,深入剖析社区治理方式与创新发展的经验,形成系统的整体认识；通过分类与比较,立足本地实际开展集成创新,在全面梳理不同创新成果适用条件的基础上,对分属不同层次、不同领域、不同方面的创新成果加以科学综合,形成具有系统性、耦合性和可行性的创新模式。
[Abstract]:At present, China is in an important period of rapid economic and social development and transformation, but also a prominent period of various social contradictions and social problems. The rise and fall of social status and the disparity of income will cause people's psychological imbalance; population mobility, changes of residence, and the acceleration of the frequency of job changes also make urban management more and more difficult. These problems are concentrated in the community, the basic unit of society. The rapid development of economy and society has pushed the community to the focus of social problems. In the past 30 years, Dongying City has established the community governance system and operation mechanism adapted to the economic and social development, and has become a model city for the construction of harmonious communities in the whole country. In recent years, especially since the party's 18th National Congress made major arrangements to promote "urban and rural community governance," Dongying has conscientiously implemented the spirit of central decision-making, guided by residents' needs, taking reform and innovation as its driving force, and taking experimental pilot projects as carriers. Focusing on the reform goals of government governance and social self-regulation, the positive interaction of residents' autonomy, the reform of the street management system, the cultivation of community social organizations, the construction of micro-governance mechanism, the legalization of community governance, the institutionalization of community consultation, etc. Several fields, such as specialization of community service, consummating government purchasing service, guiding social forces to intervene, expanding residents' orderly participation, etc., have carried on pioneering exploration, which has promoted the innovation of community governance and achieved preliminary results. This research takes Dongying city community as the research object, with the method of literature and materials, clarifies the development course of the Dongying city community, the reform of the governance system mechanism, collects the research data by the method of questionnaire, and analyzes the results of the investigation seriously. Quantitative research, case study, in-depth analysis of community governance and innovative development experience, the formation of a system of overall understanding, through classification and comparison, based on the local reality of integrated innovation, On the basis of comprehensively combing the applicable conditions of different innovation achievements, this paper scientifically synthesizes the innovation results belonging to different levels, different fields and different aspects, and forms a systematic, coupling and feasible innovation model.
