河南省正阳县农村社区治理问题研究

【摘要】：经济社会的进步带动了农村产业的发展与变革,在这样的背景下,我国农村逐步实现了向农村社区转型。农村社区在我国农村建设中扮演着重要的角色,对于实现国家对农村社会有效管理起到重要的意义与作用。如若脱离了这一平台,将会对农民的生产生活产生极其不利的影响。因而,可以说农村社区治理在某种意义上代表着国家对社会基层的管理,也就意味着要实现这一目标,需要国家和社会的共同努力。就我国农村社区治理的现状而言,虽然已经初见成效,但由于理论方面的缺失,仍然存在诸多不足之处。随着我国农村建设的深入,在建设过程中也出现了各种各样的问题。本文从社区化发展较慢的正阳县入手,立足于县区基本区情,对该县农村社区治理现状农村资金投入、土地流转、农村社会化服务、农村社会保障、城乡一体化发展、支持创业人才、龙头企业带发展展开了分析研究,试图对正阳县农村社区建设中存在的问题进行深层次的思考与探究,找出这些问题的症结所在,并在此基础上针对性的提出了强化治理意识,选准改革发展重点;加大人才、资金支持,完善农村社会化服务体系;重视新型村镇规划的前瞻性,确保土地流转规范有序的进行等一系列解决问题的措施。
[Abstract]:The progress of economy and society has driven the development and reform of rural industries. Under this background, the rural areas in our country have gradually realized the transformation to rural communities. Rural communities play an important role in the rural construction of our country and play an important role in the effective management of rural society. If divorced from this platform, will have a very negative impact on farmers' production and life. Therefore, it can be said that rural community governance in a sense represents the management of the country to the grass-roots level of society, which means that to achieve this goal, the country and society need to work together. As far as the current situation of rural community governance in China is concerned, although it has already achieved initial results, there are still many deficiencies due to the lack of theory. With the deepening of rural construction in China, there are various problems in the process of construction. This paper starts with Zhengyang County, which develops slowly in the community, based on the basic district situation of the county, puts in the rural capital investment, the land circulation, the rural socialization service, the rural social security, the urban-rural integration development to the rural community governance present situation of the county, the rural social security, the urban-rural integration development. Supporting entrepreneurial talents and leading enterprise development, this paper analyzes and studies the problems existing in the construction of rural communities in Zhengyang County, and tries to find out the crux of these problems. On the basis of this, it puts forward to strengthen the consciousness of governance, to select the key points of reform and development, to increase the support of talents and funds, to perfect the rural socialized service system, to attach importance to the foresight of the planning of new villages and towns, Ensure that land transfer norms and orderly implementation of a series of measures to solve the problem.
