扬州市社区工作项目化研究

【摘要】：随着社会经济的发展,现代社区建设的内涵不断丰富,社区服务内容也越来越广泛。但社区本身资源有限、服务对象需求多元化等问题也日益凸显,以往传统的社区服务模式与方法,已不能满足新形势下居民的需要。项目化管理的理念和模式为提升社区服务水平,引入了新的切入点。如何将项目有效融入社区工作,形成有特色的社区项目化服务模式,适应社会环境的变化、服务对象的日益多元的服务需求,成为开展社区工作项目化的焦点。社区工作实行项目化管理,是时下社区建设的发展趋势,项目化理念的引入和项目过程控制、目标控制方法的引进,逐步提升社区工作整体工作水平,不断增强居民生活在社区的幸福感,直接促进社会和谐稳定发展。本文通过对扬州市社区工作项目化开展过程的全面把握,结合国内专家学者对社区工作项目化研究的现状,阐述社区、社区建设、项目化的含义,探讨在社区开展服务项目化的可能性和必要性,分析扬州市近三年来社区工作项目化的开展过程及变化趋势,剖析社区工作项目化对社区建设的主要功能:整合与获取有效资源,科学设计并提供高效为民服务,推动专业社会工作在社区的深度发展,促进居民间良好互动。结合数据分析,通过走访项目相关主体,了解各主体对社区工作项目化的评价,提出了社区工作项目化运行中存在的一些问题,如项目化内容较广,社区不愿或不能聚焦,实施过程中专业化程度不够,评估标准尚待继续完善,项目周期与成果转化需进一步关注等等。针对上述问题,本文初步提出了相应的应对建议,即优化项目分类,实行多样化分类;在再次分类基础上,根据项目种类与项目特征建立科学评估体系;以考核为导向,强化项目实施中的专业化程度。最后,本文对扬州市项目化和社区工作进行了回顾与思考,希望得到社会工作学界的进一步重视并开展深入研究,继续推动社区工作专业化进程。
[Abstract]:With the development of society and economy, the connotation of modern community construction is constantly enriched and the content of community service is becoming more and more extensive. However, the resources of the community are limited and the needs of the service objects are becoming more and more prominent. The traditional mode and method of community service can not meet the needs of the residents in the new situation. In order to improve the community service level, a new entry point has been introduced. How to integrate the project into the community work effectively, form a characteristic community project service model, adapt to the changes in the social environment and the increasingly diverse service needs of the service objects, have become the focus of the development of the community work item. The project management of the community work is the time. The development trend of the community construction, the introduction of the project concept and the project process control, the introduction of the target control method, gradually improve the overall working level of the community work, constantly enhance the well-being of the residents living in the community, and directly promote the harmonious and stable development of the society. This article through the comprehensive process of community work in Yangzhou On the basis of the present situation of the research on community work project based on the domestic experts and scholars, this paper expounds the meaning of community, community construction and project, probes into the possibility and necessity of developing the service project in the community, analyzes the development process and the changing trend of the community work project in Yangzhou in the last three years, and analyzes the community construction project to the community construction. The main functions: integrate and obtain effective resources, scientifically design and provide efficient service for the people, promote the development of professional social work in the community, and promote good interaction among the residents. Through the analysis of data, by visiting relevant subjects of the project, we understand the evaluation of the project of the community work by the main bodies, and put forward the operation of the community work in the project operation. There are some problems, such as the broad content of the project, the reluctance or inability of the community to focus, the lack of specialization in the process of implementation, the standard of evaluation and the need for further improvement, and the need for further attention to the project cycle and the transformation of the results. On the basis of the re classification, the scientific evaluation system is set up according to the types and characteristics of the project, and the degree of specialization in the implementation of the project is strengthened.
