秦皇岛市社区居家养老服务中心建设研究

【摘要】：当前我国人口老龄化的问题俞显突出,老龄化社会的到来,会凸显出我国目前的养老机制并不能很好的满足有需求的老年人进入养老服务机构的要求。我国的养老服务机构的模式也不尽相同,其中一种居家型的养老服务模式---社区养老受到了很多人的青睐,该种养老模式一方面满足了老年人对居家养老的传统模式的追求,同时又很好的实现了由老人所在社区提供各类型养老服务的新型居家养老模式。此种模式自兴起之后就迅速的在全国范围内扩散开来,其中最具代表性的就是老年人居家养老服务中心,与我国当前的基本国情相适应。这种打破传统的居家型养老模式,真正有效的缓解了我国政府的压力,同时也让每一位老人享受到了各项福利,这种新型的养老模式,令我国更多的老年群众享受到社会发展的果实。本文以秦皇岛市社区居家养老服务中心为例,结合国内外理论,分析了居家养老服务模式的优缺点。通过对秦皇岛市社区居家养老服务中心运行现状分析,肯定优势,发现中心在运行过程中存在的问题,并有针对性的提出了有关社区养老相关的想法以及要充分保障养老服务模式的可持续发展。利用增加社区居家养老服务中心的相关功能,走一条适合现状的可持续发展的道路,确保更多的老年人可以享受到更完善的照料,减少老年人因年迈所遇到的问题,促进社会和谐。
[Abstract]:At present, the problem of aging population in China is prominent, the arrival of aging society, will highlight that the current pension mechanism in China can not meet the needs of the elderly into pension service institutions. The pattern of old-age service institutions in our country is also different, one of which is the family old-age service mode, which is favored by many people. On the one hand, it satisfies the old people's pursuit of the traditional old-age care model. At the same time, it also realizes the new home pension model which is provided by the elderly community. Since the rise of this model, it has spread rapidly in the whole country, and the most representative one is the old-age care service center for the elderly, which is suitable for the current basic situation of our country. This break with the traditional home-based old-age care model has really effectively alleviated the pressure on the Chinese government, and at the same time let every elderly person enjoy all kinds of benefits. This new old-age pension model, So that more elderly people in China enjoy the fruits of social development. This paper takes Qinhuangdao Community Home Endowment Service Center as an example, and analyzes the advantages and disadvantages of home old-age service model combined with the domestic and foreign theories. Through the analysis of the current operation situation of the community home pension service center in Qinhuangdao City, the author affirms the advantages and finds out the problems existing in the operation process of the center. And put forward some thoughts about community pension and ensure the sustainable development of pension service model. Take advantage of the related functions of increasing community home care centers for the aged, take a path of sustainable development that is appropriate to the current situation, ensure that more older persons can enjoy better care, and reduce the problems experienced by older persons as a result of old age, Promote social harmony.
