成都市构建社区养老服务体系的案例研究

【摘要】：随着社会老龄化程度的不断加深,养老问题已经成为了当前社会主要问题之一,如何才能让所有的老人能够安享晚年是一个亟待解决的难题。受我国传统思想的影响,家庭养老模式一直是我国老年人养老模式的主要形式,但是,随着年轻人的生活和工作压力的增大,越来越多的老年人无法获得足够的照料,因此,一种新的养老方式——“社区养老”被提出,并成为解决当前社会养老问题的重要手段。社区养老服务模式在我国已经开展多年,但是,很多地区的社区养老服务体系还不够完善,整个社会养老服务水平也有待提高,针对社区养老模式进行深入细致地研究,对提升整个社会养老服务水平具有重要作用。成都市早在1992年就进入老龄化社会,是我国人口老龄化较为严重的城市。近年来,成都市委、市政府高度重视社区养老服务工作,将养老工作作为构建和谐成都的重要举措,目前,成都市已走出了一条“政府主导、社会参与、形式丰富、多元助老”的养老服务新模式,解决了一系列“养老难”的问题。本文立足成都市当前社区养老服务情况,总结现有的经验,寻找不足并提出完善方法,对成都市乃至我国进一步建立更加完善的社区养老服务体系有促进作用。本文共分为七部分,首先本文针对研究背景、意义、理论等进行分析,从而为本文研究的合理性提供理论依据。第二部分针对社区养老的意义进行分析,指出社区养老服务能满足当下社会养老需求,促进社会的和谐发展。第三部分针对成都市社区养老服务体系现状进行分析,主要就成都市开展社区养老模式所实施的政策、实施成效等方面进行阐述。第四部分主要针对成都市开展社区养老模式的阻碍性因素进行分析,从政策、政府、物力以及人力层面进行关注。第五部分针对第四部分的阻碍因素,就完善政策、发挥政府作用,增加基础设施建设以及提高人员素质等方面提出建议。第六部分为成都社区养老服务体系案例的启示,根据上文的分析,明确社区养老应该坚持的原则以及应对常见问题的经验。第七部分得出研究结论。
[Abstract]:With the deepening of the aging of society, the old-age problem has become one of the main social problems, how to make all the old people can enjoy their old age is a difficult problem to be solved. Influenced by the traditional thought of our country, the family old-age model has been the main form of the old-age pension model in our country. However, with the increasing pressure of the young people's life and work, more and more old people are unable to get enough care. A new way of providing for the aged-"community old-age support" has been proposed, and has become an important means to solve the current social pension problem. The mode of community pension service has been carried out in China for many years. However, the community pension service system in many areas is still not perfect, and the whole level of social pension service needs to be improved. It plays an important role in improving the level of social pension service. Chengdu entered the aging society as early as 1992. In recent years, the Chengdu Municipal Party Committee and the municipal government attach great importance to the community old-age care service, taking the pension work as an important measure to build a harmonious Chengdu. At present, Chengdu has stepped out of a "government-led, social participation, rich form," The new mode of multiple support for the elderly solves a series of problems. Based on the current situation of the community pension service in Chengdu, this paper summarizes the existing experience, finds out the deficiency and puts forward the perfect method, which will promote the further establishment of a more perfect community pension service system in Chengdu and even in our country. This paper is divided into seven parts. Firstly, this paper analyzes the research background, significance, theory and so on, so as to provide the theoretical basis for the rationality of this study. The second part analyzes the significance of community old-age care and points out that community pension service can meet the needs of the present society and promote the harmonious development of society. The third part analyzes the current situation of the community old-age service system in Chengdu, mainly on the implementation of the community pension model policy, implementation effectiveness and other aspects. The fourth part mainly analyzes the obstruction factors of the community pension model in Chengdu, focusing on policy, government, material resources and human resources. The fifth part is aimed at the obstructing factors of the fourth part, and puts forward some suggestions on perfecting the policy, giving play to the role of the government, increasing the construction of the infrastructure and improving the quality of the personnel. The sixth part is the inspiration of the community pension service system in Chengdu. According to the above analysis, it is clear that the community pension should adhere to the principles and experience in dealing with common problems. The seventh part draws the conclusion of the research.
