晋江市农村社区公共服务中心运行问题与对策研究

【摘要】：农村社区是当前政治体系和社会治理体系下最基本的组成单位和最基层的自治单位。新中国成立以来,我国农村社区的管理体制逐步从“重管理”向“重服务”发展。农村社区公共服务平台的出现,为优化农村基本公共服务、加快新型管理模式下的新农村建设提供了载体。各地农村社区公共服务平台的建设定位不同、方法各异、水平不一,同样也存在着配套不齐、功能缺失、作用甚微等短板,仍处于不断探索完善的阶段。近几年,晋江市在全市各村(社区)建成了农村社区公共服务中心,在改进晋江农村社区社会管理模式、改善村级办公和服务场所、加强服务人员力量等方面发挥了重要作用。本文即以晋江市农村社区公共服务中心为研究对象,以资源依赖理论为指导,通过文献研究、实地调研、问卷访谈、案例分析等方法,深入研究分析农村社区公共服务中心运行所需的人、财、物、事等资源方面存在的问题,并借鉴国内山东诸城、浙江诸暨、上海宝山、北京海淀等地区在农村社区公共服务平台建设的经验做法,从优化人力、财力、物品、服务等四个方面的资源,提出完善晋江市农村社区公共服务中心运行的建议和对策,如人力资源方面可优化管理岗位人员配置、强化服务岗位人员力量、探索社工服务模式;财力资源方面可加大政府财政投入力度、探索壮大集体经济发展路径、鼓励社会市场资金进入;物品资源方面可优化场所设施的政策扶持、加强场所设施的资金保障、加大公共服务及活动设施的提供;服务资源方面可明确办事服务事项、实施工作清单机制、发展农村社区支援服务等。可为其地区改进基层公共服务平台建设、提升基层公共服务水平提供参考。
[Abstract]:Rural community is the most basic unit and the most basic autonomous unit under the current political system and social governance system. Since the founding of New China, the management system of rural communities has gradually developed from "emphasizing management" to "emphasizing service". The emergence of the rural community public service platform provides a carrier for optimizing the rural basic public services and speeding up the new rural construction under the new management mode. The construction of public service platform in rural communities is different in orientation, method and level. There are also some shortcomings, such as incomplete matching, lack of function, little function, and so on, which are still in the stage of continuous exploration and perfection. In recent years, Jinjiang City has established the rural community public service center in all villages (communities) of the whole city, which has played an important role in improving the social management mode of Jinjiang rural community, improving village office and service places, strengthening service personnel and so on. This article takes Jinjiang rural community public service center as the research object, takes the resource dependence theory as the instruction, through the literature research, the field investigation, the questionnaire interview, the case analysis and so on method, Deeply studying and analyzing the problems existing in human, financial, material, and other resources needed for the operation of rural community public service centers, and drawing lessons from the domestic Shandong cities, Zhejiang Zhuji, Shanghai Baoshan, etc. The experience and practice of the construction of public service platform in rural communities in Haidian and other areas of Beijing, from the aspects of optimizing the resources of human, financial, goods and service, puts forward some suggestions and countermeasures to improve the operation of the rural community public service center in Jinjiang. For example, human resources can optimize the staffing of management posts, strengthen the strength of service posts, explore the mode of social work service, increase government financial investment in financial resources, and explore ways to expand the collective economy. Encourage the social market capital to enter; goods resources can optimize the policy support of the place facilities, strengthen the financial guarantee of the place facilities, increase the public service and the provision of the activity facilities; the service resources aspect may clarify the service affairs, Implement work list mechanism, develop rural community support service and so on. It can provide reference for improving the construction of grass-roots public service platform and improving the level of grass-roots public service.
