滕州市医养结合发展中的政府责任研究

【摘要】：医养结合养老模式是基于人口老龄化日益严重以及医疗服务和养老服务长期分离的大背景而出现的。所谓医养结合就是将医疗和养老相结合,在传统养老模式的基础上,对老年人的身体健康和医疗服务给予极高重视的一种新型养老模式。政府在医养结合养老模式中应扮演引导者、监管者和支持者的角色,但是在目前滕州市推进医养结合养老模式的过程中,政府履行自身责任出现了一些问题,包括缺乏顶层设计、宣传力度不够、医护人才的培养和管理不到位、资金扶持不完善、未建立评估和监督体系标准、未建立医养结合风险规避机制等。这些问题的存在都有其产生的原因,比如政府推行医养结合的动力不足、政府财政赤字严重、传统思想观念的影响给政府履责带来困难,政府懒政现象存在,工作主动性差等。针对这些问题和原因,可以从加强对医养结合的宣传力度、做好医护人才的培养和管理工作、做好顶层设计、完善资金扶持、建立评估监督体系、建立风险规避机制等方面完善政府责任。
[Abstract]:The combination of medical care and support for the aged is based on the aging of the population and the separation of medical services and old-age services for a long time. The so-called combination of medical care and old-age care is a new type of old-age care model which attaches great importance to the health and medical services of the elderly on the basis of the traditional old-age model. The government should play the role of a guide, a supervisor and a supporter in the mode of health care and support for the aged. However, in the process of promoting the model of the combination of medicine and support in Tengzhou, there have been some problems for the government to fulfill its own responsibilities. Including the lack of top-level design, insufficient propaganda, the training and management of medical talents is not in place, the financial support is not perfect, the evaluation and supervision system standards have not been established, and the risk aversion mechanism has not been established. There are some reasons for these problems, such as the insufficient power of the government to carry out the combination of medical care and support, the serious fiscal deficit of the government, the influence of the traditional ideology on the government's responsibility, the existence of the government's lazy government, the poor initiative of the government and so on. In view of these problems and reasons, we can strengthen the publicity of the combination of medical and nursing, do a good job in training and management of medical talents, do a good job in top-level design, improve financial support, and establish an evaluation and supervision system. The establishment of risk aversion mechanism and other aspects of improving government responsibility.
