马克思创新理论对我国民生制度建设的启示研究

【摘要】：到2020年全面建成小康社会,是我们党确定的“两个一百年”奋斗目标的第一个百年奋斗目标。“十三五”时期是全面建成小康社会的决胜阶段,党中央明确了中国在“十三五”期间需要补齐十个领域的“短板”,民生问题则是需要突破的领域之一。十八届五中全会公报勾勒了未来5年中国经济、社会的发展蓝图,公报中也明确提出必须把创新摆在国家发展全局的核心位置,不断推进理论创新、制度创新、科技创新、文化创新等各方面的创新。民生自古以来都是政府和人民最关心的问题,尤其党的十八大以来,更是将民生问题作为一起工作的出发点,我国民生事业在取得非凡成就同时也暴露出许多问题,制度的缺陷以及体系的不完善往往是产生民生问题的一个重要原因。因此,本文的研究重在将马克思创新理论与民生制度建设相结合,深入研究马克思创新理论,根据民生建设的需求,提出创新性的对策,更好地促进民生的发展,为加快建成全面小康社会贡献力量。本文首先阐明了论文的选题背景和意义,并对当前马克思创新理论及民生相关的国内外发展现状进行了分析,同时提出了本文的写作思路和创新之处。其次,对本文涉及到的马克思创新理论、制度创新、民生制度以及中国化马克思创新理论等相关概念进行了界定和概况。再次,在梳理了我国民生制度发展历程的基础上总结了我国民生制度建设的突出成就,并找出目前我国民生制度存在的问题。最后,探讨了在马克思创新理论的指导下,未来我国民生制度建设应从夯实民生制度基础以及动态调整民生制度结构等几个方面展开。
[Abstract]:To build a well-off society in an all-round way by 2020 is the first century-old goal of the "two hundred years" set by our Party. The 13th Five-Year Plan period is the decisive stage of building a well-off society in an all-round way. The CPC Central Committee has made it clear that China needs to make up for the "short board" in ten fields during the 13th Five-Year Plan period, and that people's livelihood issues are one of the areas that need to be broken through. The communique of the Fifth Plenary session of the 18th CPC Central Committee outlined the blueprint for the development of China's economy and society in the next five years. The communique also clearly stated that innovation must be placed at the core of the overall situation of national development, and that theoretical, institutional, scientific and technological innovations must be continuously promoted. Cultural innovation and other aspects of innovation. People's livelihood has been a major concern of the government and the people since ancient times. Especially since the 18th National Congress of the Party, people's livelihood issues have been taken as the starting point for working together. At the same time, the cause of people's livelihood in our country has made remarkable achievements and exposed many problems. The defects of the system and the imperfection of the system are often an important reason for the livelihood of the people. Therefore, this paper focuses on combining Marx's innovation theory with the construction of people's livelihood system, deeply studying Marx's innovation theory, and putting forward innovative countermeasures according to the needs of people's livelihood construction, so as to better promote the development of people's livelihood. To speed up the building of a well-off society in an all-round way. At first, this paper clarifies the background and significance of this thesis, and analyzes the current situation of Marx's innovation theory and the development of the people's livelihood at home and abroad, at the same time, puts forward the writing ideas and innovation of this paper. Secondly, it defines and generalizes the related concepts of Marx's innovation theory, institutional innovation, livelihood system and Marxist innovation theory in China. Thirdly, on the basis of combing the development course of the livelihood system of our country, this paper summarizes the outstanding achievements of the construction of the livelihood system of our country, and finds out the problems existing in the system of the people's livelihood of our country at present. Finally, under the guidance of Marx's innovation theory, the future construction of the livelihood system of our country should be carried out from the aspects of strengthening the foundation of the livelihood system and dynamically adjusting the structure of the people's livelihood system.
