巴彦淖尔市临河区城市社区管理创新研究

【摘要】：社区是社会建设和管理的基本单元,是整个社会的缩影,因此,对于社区的研究是对整个社会研究的基础,具有十分重要的意义。2003年12月1日,内蒙古巴彦淖尔盟撤盟设市,设立地级巴彦淖尔市,将原来的县级临河市改为临河区,共设有9个街道办事处。一直以来在基层社区管理体制上临河区都是沿用传统的“街居制”,随着临河城市规模的扩大,人口的增加,社区在调解利益关系、化解社会矛盾、满足居民需求、维护社会稳定中的作用越来越重要。而在传统的“街居制”体制下,社区的“行政化、衙门化”倾向严重,这就急需改革社区管理体制,建立一种新型的群众性自治组织。2012年临河区积极探索社区建设新模式,同年3月临河区委、区政府研究制定出台了《临河区街道社区管理体制改革创新试点工作的指导意见》,在临河区的金川、汇丰、解放三个街道办事处先行试点,撤销街道办事处实行区直管社的社区管理体制,推行“一委一会一中心”的组织架构,形式了全新的“社区党工委+居民议事会+社区服务中心”的综合管理和全面服务工作机制。本文以进行社区体制改革的三个试点社区为研究对象,通过实地调研总结在三个社区在管理体制改革后所取得的经验并发现改革中存在的问题,对问题产生的原因进行剖析,同时借鉴全国其他城市先进的社区管理经验,为下一步提高临河区社区管理水平提出可行性对策建议。本论文分为五部分,第一部分主要对社区、城市社区、城市社区管理等基本概念进行了界定；第二部分介绍了巴彦淖尔市临河区经济社会发展概况和进行社区管理体制改革后三个社区管理的特点；第三部分主要讲了巴彦淖尔市临河社区管理中存在的问题及其原因分析；第四部分主要讲了国内外城市社区管理的经验与启示；第五部分主要讲了巴彦淖尔市临河区社区管理创新的对策和建议
[Abstract]:The community is the basic unit of social construction and management and the epitome of the whole society. Therefore, the study of the community is the basis of the whole society research and has very important significance. Establish a prefecture-level Bayannur City, the original county Linhe City into Linhe District, a total of nine sub-district offices. Linhe District has always followed the traditional "street dwelling system" in the grass-roots community management system. With the expansion of the scale of the riverside city and the increase of the population, the community is mediating interests, resolving social contradictions, and meeting the needs of the residents. The role of maintaining social stability is becoming more and more important. However, under the traditional system of "street residence", the tendency of community "administration and Yamen" is serious. It is urgent to reform the community management system and establish a new type of mass autonomous organization. In 2012, Linhe District actively explored a new mode of community construction. In March of the same year, the Linhe District Committee and the District Government studied and formulated guidelines for the pilot work on the reform and innovation of the community management system in the streets of Linhe District. In Jinchuan, HSBC, and the liberation of the three sub-district offices in Linhe District, the pilot projects were carried out first. To abolish the district office and implement the community management system of the district direct-management agency, and to implement the organizational structure of "one committee, one center". It forms a new comprehensive management and comprehensive service mechanism of community service center. This paper takes the three pilot communities of community system reform as the research object, summarizes the experience gained in the three communities after the reform of the management system through field research, finds out the problems existing in the reform, and analyzes the causes of the problems. At the same time, we draw lessons from the advanced community management experience of other cities in the country, and put forward feasible countermeasures and suggestions for improving the level of community management in Linhe District in the next step. This paper is divided into five parts. The first part mainly defines the basic concepts of community and urban community management. The second part introduces the general situation of economic and social development in Linhe District of Bayannur City and the characteristics of the three community management after carrying out the reform of community management system, the third part mainly discusses the problems existing in the management of Linhe community in Bayan Nur City and their causes. The fourth part mainly discusses the experience and enlightenment of urban community management at home and abroad, and the fifth part mainly discusses the countermeasures and suggestions of community management innovation in Linhe District of Bayannur City.
