苏州市残疾人康复服务体系建设研究

【摘要】：残疾人作为特殊的社会弱势群体,他们的生存和发展日益受到政府和社会的关注。众所周知,康复是改善残疾人生理和心理机能的重要手段,也是残疾人获得教育就业机会,参与社会生活的前提。2008年,中残联同意苏州成为全国首批15个(江苏省唯一)创建残疾人工作示范城市之一,经过3年的创建实践推动,苏州市残疾人康复工作逐步形成了以市、县级市(区)两级残联康复中心为龙头,社会专业康复机构为骨干,社区康复服务为基础的“三位一体”的残疾人康复服务体系特色,使人人享有康复服务的目标达到了康复救助制度全覆盖、机构康复服务项目全覆盖、社区康复服务组织全覆盖和康复需求信息管理全覆盖。本文以公共服务均等化、人的需要以及残疾人权益保障理论作为理论基础,从残疾人、残疾人康复以及残疾人康复服务体系建设的概念界定入手,对我国残疾人康复服务工作的发展沿革进行了梳理;对残疾人康复服务体系建设的意义作了阐释;以苏州市残疾人康复服务体系建设为个案进行深入研究,对苏州市残疾人康复服务体系建设现状进行分析后,指出并剖析苏州市残疾人康复服务体系建设中存在的问题及原因,借鉴国外残疾人康复服务先进经验,提出了优化苏州市残疾人康复服务体系的路径。
[Abstract]:As a special social vulnerable group, the disabled are paid more and more attention to by the government and society. As we all know, rehabilitation is an important means of improving the physical and psychological functioning of persons with disabilities, as well as a prerequisite for persons with disabilities to obtain educational employment opportunities and participate in social life. In 2008, The China disabled Persons' Federation agreed that Suzhou should become one of the first 15 (the only) cities in Jiangsu Province to establish a model city for the work of the disabled. After three years of practice, the rehabilitation work for the disabled in Suzhou City has gradually become a city. The rehabilitation center of the disabled Persons' Federation at the county level (district) level is the leader, the social professional rehabilitation institution is the backbone, and the "trinity" rehabilitation service system of the disabled based on the community rehabilitation service is characteristic. The goal of making everyone enjoy rehabilitation service is covered by rehabilitation assistance system, institutional rehabilitation service project, community rehabilitation service organization and information management of rehabilitation needs. Based on the theory of equalization of public services, human needs and the protection of the rights and interests of persons with disabilities, this paper begins with the definition of the concept of disability, rehabilitation of persons with disabilities and the construction of rehabilitation service system for persons with disabilities. The development and evolution of rehabilitation service for the disabled in our country are reviewed, the significance of the construction of rehabilitation service system for the disabled is explained, and the construction of rehabilitation service system for the disabled in Suzhou is taken as a case study. After analyzing the present situation of the rehabilitation service system for the disabled in Suzhou, this paper points out and analyzes the problems and reasons in the construction of rehabilitation service system for the disabled in Suzhou, and draws lessons from the advanced experience of rehabilitation service for the disabled in foreign countries. Put forward the way to optimize the rehabilitation service system of the disabled in Suzhou.
