从网民结构看网络民意与真实民意的偏差

【摘要】：随着网络社会的不断发展,互联网日益成为公民政治参与的重要渠道,网络民意也因此成为政府了解民情、制定公共政策的重要参考。但网络民意不总是现实民意的真实反映。目前我国网民结构特征一定程度上造成了网络民意和真实民意的偏差,主要表现在网络民意在理性、代表性、主流性、客观性和共识性方面与真实民意之间存在偏差。正确认识网络民意,才能更好发挥互联网引导舆论、反映民意的作用,进一步协助政府部门更好地把握民情,进行更为科学民主的公共决策。
[Abstract]:With the continuous development of the network society, the Internet has become an important channel for citizens to participate in politics. Therefore, network public opinion has become an important reference for the government to understand the public situation and formulate public policies. But network public opinion is not always the true reflection of realistic public opinion. At present, the structural characteristics of Internet users in our country have caused the deviation between the network public opinion and the real public opinion to some extent, mainly in the rational, representative, mainstream, objectivity and consensus aspects of the network public opinion and the real public opinion. Only by correctly understanding the public opinion on the network can the Internet better play the role of guiding public opinion and reflecting public opinion, and further assist government departments to better grasp the situation of the people and to make more scientific and democratic public decisions.
