新型农村社区建设中的土地问题及对策研究

【摘要】：新型农村社区建设作为统筹城乡发展的全新有效载体,目前已在全国范围内进行了广泛的试点并取得了重大成果。但在推进城乡一体化进程和新型农村社区建设具体实践中,土地问题俨然成为我国新农村社区建设的瓶颈,诸如土地供需矛盾日益尖锐、土地整理开发利用混乱、农村集体土地权属不清、耕地“质”“量”下降等都已非常突出,亟待解决。基于此,笔者在前人理论研究的基础上,通过对陕西省高陵县新型农村社区建设具体实践展开研究,以期研究成果既有理论深度,又有经验厚度,从而实现论文研究上的突破,探索出有效解决新型农村社区建设中土地问题的具体措施。全文共分五个章节：第一章为全文的绪论部分。在本章节中笔者围绕本论文的研究背景和意义提出论文研究的价值,同时对论文研究现状、研究思路及论文研究特色进行了阐述。第二章属于概念界定与理论阐述部分。根据论文研究需要,笔者在本章节运用文献研究法与比较分析法,对研究中可能涉及到的相关概念和理论进行了界定和厘清。第三章分析了当前新型农村社区建设过程中土地问题的现状。主要呈现在四个方面：一是土地供需矛盾日益凸显；二是土地整理开发利用混乱；三是土地权属不清；四是耕地“质”“量”下降。第四章针对新型农村社区建设过程中的土地问题进行成因分析。主要包括四个方面：一是人口基数庞大与土地利用效率低下并存；二是新型农村社区建设土地利用规划体系不健全；三是农村土地产权制度不完善；四是新型农村社区建设用地占补不平衡。第五章是破解新型农村社区建设中土地问题的对策建议。概括起来包括五个方面：一是推进集约节约用地,提高土地利用效率：二是科学制定城乡建设用地长远总体规划；三是深入推进农村土地产权制度改革；四是推行城乡建设用地“增减挂钩”和“人地挂钩”政策；五是兼顾“质”“量”,确保耕地占补平衡。
[Abstract]:As a new effective carrier of urban and rural development, the construction of new rural communities has carried out extensive pilot projects in the whole country and made great achievements. However, in the process of promoting urban-rural integration and the concrete practice of building new rural communities, the land problem has become the bottleneck of the construction of new rural communities in China, such as the increasingly sharp contradiction between supply and demand of land, the confusion of land consolidation and development and utilization. The ownership of rural collective land is unclear, and the quality of cultivated land has declined. Based on this, the author based on the previous theoretical research, through the Gaoling County, Shaanxi Province, the new rural community construction specific practice, with a view to the research results both theoretical depth and experience thickness, so as to achieve a breakthrough in the research. To explore effective solutions to the new rural community in the construction of specific measures to solve the land problem. The full text is divided into five chapters: the first chapter is the introduction of the full text. In this chapter, the author puts forward the research value around the research background and significance of this paper, at the same time, expounds the present research situation, the research thought and the research characteristic of the thesis. The second chapter belongs to the concept definition and the theory elaboration part. According to the need of the research, the author defines and clarifies the related concepts and theories in this chapter by using the method of literature research and comparative analysis. The third chapter analyzes the current situation of land problems in the construction of new rural communities. There are four main aspects: first, the contradiction between land supply and demand is becoming increasingly prominent; second, land consolidation and development and utilization confusion; third, land ownership is unclear; fourth, cultivated land "quality" and "quantity" decline. The fourth chapter analyzes the causes of land problems in the construction of new rural communities. It mainly includes four aspects: first, the large population base and low land use efficiency coexist; second, the new rural community construction land use planning system is not perfect; third, the rural land property rights system is not perfect; Fourth, the new rural community construction land imbalance. The fifth chapter is the countermeasures and suggestions to solve the land problems in the construction of new rural communities. To sum up, there are five aspects: first, to promote intensive land conservation and improve the efficiency of land use; second, to scientifically formulate the long-term overall planning of urban and rural construction land; third, to promote the reform of rural land property rights system; Fourth, carrying out the policy of "increasing or decreasing the increase or decrease" of urban and rural construction land and "linking people and land"; fifth, giving consideration to "quality" and "quantity" to ensure the balance between the occupation and compensation of cultivated land.
