广州市旭景社区“四位一体”社区管理模式与对策研究

【摘要】：随着市场经济体制的不断深化,推进基层民主建设服务型政府建设,加强培育和支持社会组织的发展,提高社会自治也在不断增长,如何转变政府职能,政府在城市公共资源的社会合理配置方面以何种方式保障公共利益,如何维护社会秩序和稳定,使不同主体之间能够良性互动,这些问题是我们当代城市基层社会管理首先要回答的问题。广州市天河区车陂街旭景社区主动适应新形势下的社区管理要求,在全区积极开展社区管理体制改革,通过创新社区管理、发展基层民主、加强社区党建、保障改善民生等各方面的有益尝试,探索出了一套在社区内推行居民议事、代表决策、居委执行、代表和街道监督为一体的“四位一体”社区管理模式。本论文以广州市旭景社区为例,对“四位一体”的工作模式进行系统的分析研究,结合当前的党建系统的建设过程和治理理论的核心思想,进行归纳总结,从整体的大环境中找到相应的工作模式的特征性和有效性。进而结合天河区“四位一体”模式应用的过程,分析其中的不足和内涵,弄清“四位一体”社区管理模式的适用性和有效性,通过系统的调查和研究,将当前的“四位一体”管理模式中的不足进行具体的呈现,并结合新型社区治理的相关理论,分析当前存在问题的具体原因,进而能够提出有效的解决措施,为类似地区的社区创新建设模式提供一种新的思路。
[Abstract]:With the deepening of the market economy system, we should promote the construction of grass-roots democracy and service-oriented government, strengthen the cultivation and support of the development of social organizations, improve social autonomy, and how to change the functions of the government. How to protect the public interests and how to maintain the social order and stability in the social rational allocation of urban public resources, so that the different subjects can interact with each other. These questions are the questions that our contemporary urban grassroots social management must answer first. The community of Che Pei Street Xu Jing in Tianhe District of Guangzhou actively adapts to the demands of community management under the new situation, and actively carries out the reform of community management system in the whole district. Through innovating community management, developing grass-roots democracy and strengthening community party building, In order to ensure the improvement of people's livelihood and other aspects, this paper explores a "four-in-one" community management model, in which residents' deliberation, decision-making, execution, representation and street supervision are carried out in the community. Taking the Xujing community of Guangzhou as an example, this paper makes a systematic analysis and research on the working mode of "four-in-one", and combines the construction process of the current party building system and the core ideas of the governance theory to sum up and sum up. From the overall environment to find the characteristics and effectiveness of the corresponding work model. Then combining with the application process of "four in one" mode in Tianhe District, this paper analyzes its deficiency and connotation, clarifies the applicability and effectiveness of the "four in one" community management model, and through systematic investigation and research, makes clear the applicability and effectiveness of the "four-in-one" community management model. This paper presents the shortcomings of the current "four-in-one" management model, and analyzes the specific causes of the existing problems by combining the relevant theories of new community governance, and then puts forward effective measures to solve the problems. To provide a new way of thinking for the community innovation construction model in similar areas.
