需求与使用的悬殊:对社区居家养老服务递送的反思

【摘要】:近年来,上海市的社区老年服务规模发展迅速,服务模式也不断创新。但基层社区中的老年服务出现了服务需求与服务使用之间不能完全匹配的情况。本研究以上海市普陀区Q街道为例,试图考察不同类型的居家养老服务使用的影响因素,并尝试呈现社区老年服务递送过程中存在的问题。通过对老年人问卷调查(N=502),并以个别访谈、焦点小组访谈的方式向不同利益相关者收集多角度资料。基于安德森模型(Andersen Social Behavioral Model)的分析结果显示,影响不同类型服务使用的除了个体性差异外还有服务知晓度和服务可及性这两个共同的因素。而对质性资料的分析进一步呈现居委会在服务递送过程中存在诸多不足。最后,作者提出推动社区老年服务递送专业化的本土路径。
[Abstract]:In recent years, the community elderly service scale in Shanghai has developed rapidly and the service model has been innovated. However, the elderly service in the grass-roots community does not exactly match the service demand and service usage. Taking Q Street in Putuo District of Shanghai as an example, this study attempts to investigate the factors affecting the use of different types of home old-age care services, and try to present the problems existing in the delivery process of community services for the elderly. The data were collected from different stakeholders by questionnaire survey (NF502), individual interview and focus group interview. The results of (Andersen Social Behavioral Model) based on Anderson model show that there are two common factors, namely, service awareness and service accessibility, which affect the use of different types of services in addition to individual differences. The analysis of qualitative data further shows that the neighborhood committee has many shortcomings in the service delivery process. Finally, the author puts forward the local path to promote the specialization of community elderly service delivery.
