昌邑市智慧社区建设研究

【摘要】：智慧城市建设已成为未来城市发展的重点,智慧社区作为智慧城市的重要一环,在各个城市内掀起热潮。智慧社区建设呈现多样化,智慧社区建设不仅是科学技术的创新,而且是社区治理方式的转变,已经成为今后社区发展的大势所趋。智慧社区建设在我国尚处于起步阶段,相关研究也处在摸索阶段。作为首批国家智慧城市试点,潍坊昌邑市在全省率先全面启动了智慧城市建设。经过三年多的探索实践,“智慧昌邑”规划设计、技术水平和运营效果均取得了一定成果。智慧社区建设作为其重要的一部分被提出并逐步发展起来,在建设过程中获得了广泛的好评,也遇到了瓶颈。本文选取山东省昌邑市为研究目标,以昌邑市的智慧社区建设情况为研究对象,采用理论研究与应用研究的相结合的方法,运用公共管理学、社会学的相关理论,结合城市的具体情况,本文从基础设施建设、社区服务体系建设、社区管理体系建设三方面出发,分析了昌邑市智慧社区建设状况,探索出建设过程中出现的问题,在发现问题的同时深入查找产生这些问题的因素。对影响智慧社区建设的各个因素进行分析和比较,研究不同因素对智慧社区建设的影响。政府在智慧社区建设中缺乏清晰的建设规划和保障机制,导致在实际建设过程中缺少技术支撑的专业指导,遇到困难时难以得到及时解决,影响建设进程与成果。专业互动平台的缺失导致数据整合难度大,不利于统一的信息化管理平台建设。同时,人才队伍建设的滞后性影响了智慧社区最大限度地发挥作用,造成了软硬件资源的浪费。充分研究了国内外智慧社区建设的成功案例,研究其发展规律,借鉴其先进经验。国内外智慧社区建设情况及经验,对于智慧社区建设具有借鉴意义。通过对国内典型城市智慧社区建设和发展的研究,针对智慧社区建设出现的各类问题和不足提出相应的对策和建议,分析他们的做法对昌邑市智慧社区可借鉴的地方,包括相关政策、建设发展策略、智慧社区的建设模式等。在提高昌邑市智慧社区建设水平的同时,也为国内其他智慧社区建设提供一定的参考和经验。对于智慧社区建设过程中出现的问题,结合国内外经验,研究并提出了三大方面的对策建议:一是要科学制定智慧社区建设顶层设计,要科学规划建设方案,强化组织、法律、资金保障,完善社区基础设施建设;二是要加强智慧社区互动平台建设,推动互动平台信息化,加强各部门之间的数据交互;三是要建立科学合理的人才使用制度,优化人才结构,建立信息化专业人才的培养体系,打造智慧社区建设团队。智慧社区给社区服务水平和社区生活带来了很大的变化。用智慧城市带动智慧社区的发展,以智慧社区改变人民生活方式;提高居民生活舒适度、归属感和幸福感;促进政府职能的转变,提高政府的服务能力和水平;推动智慧城市建设,实现资源提供者、平台建设者、服务使用者、门户运营者多方共赢的局面。
