深度老龄化背景下上海老年人力资源开发研究
[Abstract]:With the deepening of the aging in Shanghai, especially in the deep aging society, a large number of elderly people quit their jobs. But many of them still have a strong desire to continue to serve the society, but because of the system and various reasons, their demands have not been well responded, resulting in a large number of idle and wasted elderly human resources; The other side of Shanghai is facing a very serious talent shortage phenomenon. Under this background, it is undoubtedly of great practical significance to study the development of human resources for the elderly in Shanghai. In this paper, the author makes a thorough analysis of the number, internal structure, and problems encountered in the development of the elderly population and human resources of the elderly in Shanghai, using the data of the six common people and the data published by various authoritative departments in Shanghai. And put forward the feasible countermeasure suggestion systematically. Firstly, the paper discusses the current situation of Shanghai's deep aging and the problems caused by it. Then, under the background of deep aging, the stock, quality and exploitation of the elderly human resources in Shanghai are studied, and it is found that a large number of elderly human resources have not been well developed and utilized. And then thinking about what causes the above situation, and from the introduction of Shanghai's existing human resources development mechanism for the elderly reflection. Through the research on the current situation of the development of the elderly human resources in Shanghai, it is found that the problems in the process of development are mainly manifested in the following three major areas: the lack of institutional protection, the unclear development of the main body of the development, the development of the elderly human resources and the convergence of the delayed retirement. Because of the problems in these fields, a large number of older people who have the will and ability to obtain employment are difficult to enter the job market. In view of the above research results, it is suggested that the government should strengthen the legal protection for the re-employment of the elderly, establish a professional human resources market for the elderly, and ensure the smooth development of the human resources for the elderly. The government, market and social departments are responsible for promoting the development of human resources for the elderly and providing comprehensive protection for the re-employment of the elderly.
