邢台农村养老服务业发展研究

【摘要】：我国已经进入老龄化社会。但由于我国经济发展水平还不够高,社会保障制度等还不健全,是在未富先老的情况下进入老龄化社会的,社会养老服务的压力很大,社会养老服务问题更是越来越成为社会关注的焦点。相对于城市养老问题而言,农村老年人的养老问题更加突出。我国农村地区的老年人口不仅数量多,而且老龄化程度和贫困程度都高于城市。邢台市农村地区经济发展缓慢,老龄化水平却很高。近几年,在邢台市政府的推动下,邢台市农村地区的养老服务业得到了一定的发展,但总体来说,发展非常缓慢,存在一系列的问题。本文首先对目前国内外养老服务业发展的研究现状进行了归纳总结,接着对相关的概念进行了阐述,并介绍了农村养老服务业发展的理论依据,分别为马斯洛需求层次理论、老年保障理论和社区服务理论。其次,根据有关资料和调查了解的情况,从邢台市农村老年人口状况出发,对邢台市农村养老服务业的需求和供给进行分析,指出邢台市农村地区养老服务业发展存在的一些问题,包括养老服务供给不足、社会资本难引进、养老服务业管理不到位、养老服务专业人员紧缺;再次,对制约邢台市农村养老服务业发展的主要因素进行了系统的分析,即传统观念制约养老服务需求的扩大、农村收入偏低导致支付能力差、缺乏有效的政策扶持、缺乏良性的市场运作和监管机制;最后,对邢台市农村养老服务业发展提供了一些思路和具体的建议,包括制定养老服务业发展规划、增加政府投入、推进居家养老服务业、发展养老机构、加强养老服务队伍建设、完善养老服务业管理机制、建立老年信息服务平台和加强养老服务宣传力度八个方面的内容。
[Abstract]:China has entered an aging society. However, because the level of our country's economic development is not high enough and the social security system is not perfect, we are entering an aging society before we become rich, and the pressure on social old-age services is very great. The problem of social pension service is becoming the focus of social attention more and more. Compared with the urban old-age problem, the rural elderly pension problem is more prominent. The elderly population in rural areas is not only large, but also the degree of aging and poverty is higher than that in cities. Xingtai rural economic development is slow, but the aging level is very high. In recent years, under the promotion of Xingtai Municipal Government, the pension service industry in the rural areas of Xingtai has developed to a certain extent, but on the whole, the development is very slow, and there are a series of problems. This paper first summarizes the current research situation of the development of the endowment service industry at home and abroad, then expounds the related concepts, and introduces the theoretical basis of the development of the rural old-age service industry, respectively, Maslow's hierarchy of demand theory. Old age security theory and community service theory. Secondly, according to the relevant data and investigation, starting from the situation of the rural elderly population in Xingtai City, the demand and supply of rural old-age service industry in Xingtai City are analyzed. This paper points out some problems existing in the development of pension service industry in rural areas of Xingtai, including insufficient supply of old-age service, difficulty in introducing social capital, inadequate management of old-age service industry and shortage of professionals in old-age service. Thirdly, the main factors restricting the development of rural old-age service industry in Xingtai are systematically analyzed, that is, the traditional concept restricts the expansion of the demand for old-age care services, the low rural income leads to poor ability to pay, and the lack of effective policy support. Lack of sound market operation and regulatory mechanisms; Finally, it provides some ideas and specific suggestions for the development of rural old-age service industry in Xingtai, including drawing up a plan for the development of old-age service industry, increasing government investment, promoting home old-age service industry, and developing pension institutions. Strengthening the construction of old-age service team, perfecting the management mechanism of old-age service industry, establishing the information service platform for the elderly and strengthening the propaganda of the old-age service.
