元治理视角下“过渡型社区”治理的结构与策略

【摘要】：在中国城镇化推进的过程中,拆迁安置小区是我们值得关注的一个现象,其中暴露出来的问题越来越显性化。对这一现象的考察,可以把它定格在“过渡型社区”这一理论定位上,还可以把它置于“元治理”的理论视角下。“元治理”理论对于管理与治理是基于历史与逻辑的一种辩证的否定。而且,中国现实中“过渡型社区”的治理呈现出来的就是“一主两辅”的结构,而从策略上看,“党政结构型组织”是社区元治理的主体,并承担着社区“治理校准”的角色。
[Abstract]:In the process of urbanization in China, relocation and resettlement is a phenomenon that we should pay attention to, in which the exposed problems become more and more dominant. To investigate this phenomenon, we can fix it on the theoretical orientation of "transitional community" and put it under the theoretical perspective of "meta-governance". The theory of meta-governance is a dialectical negation of management and governance based on history and logic. Moreover, in the reality of China, the governance of "transitional community" presents the structure of "one main body and two auxiliary", and from a strategic point of view, "party and government structure organization" is the main body of community meta-governance and plays the role of "governance calibration" in the community.
