我国参政党参政能力建设的现状与改进——以国家治理现代化为视角

【摘要】：参政党是现代国家治理体系中的重要参与主体、推动主体和监督主体,加强其参政能力建设有利于充分发挥多党合作治理优势,提升我国协商治理的水平,促进执政党科学民主决策。当前,我国参政党的参政能力建设面临四个方面的挑战:一是资源配置失衡限制参政党参政能力的发挥与拓展,二是协商意识缺失消解参政党参与协商能力,三是角色定位偏差制约参政党社会服务功能,四是主体参与不足影响参政党基层治理能力和水平。为应对这些挑战,必须坚持优化资源配置,提升参政党的参政能力;强化协商意识,提升参政党参与协商能力;立足参政议政,增强参政党社会服务能力;完善基层组织建设,夯实基层治理根基。
[Abstract]:The participating political parties are important participants in the modern national governance system. Promoting the main body and supervising the main body, strengthening their ability to participate in politics is conducive to giving full play to the advantages of multi-party cooperative governance and improving the level of consultative governance in our country. To promote scientific and democratic decision-making of the ruling party. At present, the construction of participating political capacity of political parties in our country faces four challenges: first, the imbalance of resource allocation limits the exertion and development of participating political parties' ability to participate in politics; second, the lack of consultation consciousness dispels the participating political parties' ability to participate in consultation. Third, the deviation of the role orientation restricts the social service function of the participating parties, and the fourth, the lack of participation of the main body affects the ability and level of the grass-roots governance of the participating parties. In order to meet these challenges, we must persist in optimizing the allocation of resources, enhance the ability of participating political parties to participate in politics, strengthen the consciousness of consultation, enhance the ability of participating political parties to participate in consultation, base themselves on political participation and discuss politics, and strengthen the ability of participating political parties in social service. Improve the construction of grass-roots organizations and consolidate the foundation of grass-roots governance.
