“村改社区”建构过程中基层组织功能调整问题研究

【摘要】：社会主义市场经济的快速发展在推动城市化进程不断加快的同时,也在深刻改变着中国传统的城乡二元制经济结构。“村改社区”是中国在快速推进城市化进程中出现的一种独特的社会现象,它不同于传统的农村和城市社区,而是一种尚不成熟的社区模式,它既面临着融入城市社区的问题,又面临着自身发展的问题。在这种新形势下,基层组织建设面临着新的问题和挑战,如何在没有统一基层组织建设模式可以参照的情况下,更好的发挥基层组织在社区基层建设中的功能和领导能力,这是基层组织建设面临的一个崭新问题。当前,我国处于经济发展新常态时期,经济结构不断优化升级,推动经济发展的动力也不断调整,经济增长速度逐渐减缓,在这种情况下,如何确保经济新常态下“村改社区”的稳定发展关系到基层组织在社区建设中的领导作用,“村改社区”出现新的问题,基层组织面临新的挑战。为了解决新时期下“村改社区”出现的问题挑战,本文借鉴国外社区基层组织的功能作用,以及国内学术界对国内相关问题的研究成果,并在结合二者的基础上总结“村改社区”的实践过程中,基层组织建设的发展现状,对其设立目的以及功能进行准确定位。为了体现本文的研究独特性,本文选择以基层组织在“村改社区”过程中的领导方式以及发挥基层组织功能的探索为研究视角,并以烟台市西山社区为研究对象,对西山社区“村改社区”基层组织建设面临的问题进行深入剖析,分析产生相关问题的原因,在寻找解决方法的过程中,以国内其他社区基层组织面对相同问题的解决方案为依据,与西山社区的实际状况相结合,提出适合西山社区现状的问题解决方案。
[Abstract]:The rapid development of socialist market economy not only accelerates the process of urbanization, but also profoundly changes the traditional urban-rural dual economic structure in China. "Village reform community" is a unique social phenomenon in the process of rapid urbanization in China. It is different from the traditional rural and urban communities, but an immature community model. It is faced with the problem of integrating into urban communities. They are also facing the problem of their own development. In this new situation, the construction of grass-roots organizations is facing new problems and challenges. How to give full play to the functions and leadership abilities of grass-roots organizations in the community construction without a unified model of grass-roots organization construction can be referred to, This is a new problem that the construction of basic level organization faces. At present, our country is in the new normal period of economic development, the economic structure is constantly optimized and upgraded, the motive force for promoting economic development is also constantly adjusted, and the economic growth rate is gradually slowing down. In this case, How to ensure the stable development of "village reform community" under the new normal state of economy is related to the leadership role of grass-roots organizations in community construction. New problems arise in "village reform community", and grass-roots organizations face new challenges. In order to solve the problems and challenges of "village reform community" in the new period, this paper draws lessons from the function of community organizations in foreign countries and the research results of domestic academic circles on the related issues in China. On the basis of both, the author summarizes the practice process of "village reform community", the present situation of the development of grass-roots organization construction, and the accurate orientation of its purpose and function. In order to reflect the uniqueness of this study, this paper chooses the leadership style of grass-roots organizations in the process of "village reform community" and the exploration of giving play to the functions of grass-roots organizations as the research perspective, and takes the Xishan community of Yantai as the research object. This paper makes a thorough analysis of the problems faced by the construction of grass-roots organizations in the "village reform community" in Xishan community, analyzes the causes of the related problems, and in the process of finding solutions, Based on the solutions of other basic community organizations facing the same problems, and combining with the actual situation of the communities in Xishan, this paper puts forward a solution to the problems suitable for the present situation of the communities in Xishan.
