农村社区居家养老服务的体系研究

【摘要】：当今社会,农村人口老龄化问题备受大众的重视,尤其是农村人口老龄化问题日趋严峻。在我国经济和科学技术的发展以及传统养老观念等的影响下,我国的家庭养老功能逐步减弱,社会养老体系(如养老机构)正面临着巨大的危机。而成本低、可实施性强的居家养老服务体系逐渐受到人们的青睐,其也将成为我国社会养老体系中被推广的主要依托养老体系。然而,在我国老年人人口数量众多的农村中,农村地区居家养老服务几乎是空白,农村老年人的养老难以获得相应的支持和保障。所以,目前建设我国农村社区养老服务已经成为人们关注的焦点,建立与完善农村居家养老服务体系十分紧迫。本文以我国农村社区居家养老服务作为研究对象,主要探究我国农村社区居家养老服务的体系。本文主要研究内容:首先,阐述了居家养老服务相关概念及理论;其次,在我国农村社区居家养老服务现状基础上,分析了我国农村社区居家养老服务体系的影响因素及存在的问题;最后,通过借鉴国内外居家养老体系的的先进经验,在遵循低成本、多样化、高效性、可行性的基本原则的前提下,对我国农村社区居家养老服务体系的合理构建提出政策性建议,希望给我国农村社区居家养老服务体系的建设提供一定的借鉴作用。
[Abstract]:Nowadays, the problem of rural population aging is paid more attention by the public, especially the problem of rural population aging is becoming more and more serious. Under the influence of the development of economy, science and technology in our country and the traditional concept of old-age support, the function of family old-age support has gradually weakened, and the social pension system (such as pension institutions) is facing a huge crisis. The low cost and strong implementability of the home pension service system is gradually favored by people, and it will become the main support pension system in the social pension system of our country. However, in the rural areas where the number of the elderly population is large, the old-age service at home in rural areas is almost blank, and it is difficult to obtain the corresponding support and guarantee for the elderly in rural areas. Therefore, at present, the construction of rural community pension services has become the focus of attention, the establishment and improvement of rural home pension service system is very urgent. In this paper, the rural community home pension service as the research object, mainly explore the rural community home pension service system. The main contents of this paper are as follows: firstly, the related concepts and theories of home pension service are expounded. Secondly, on the basis of the current situation of the rural community home pension service, this paper analyzes the influencing factors and the existing problems of the rural community home pension service system in our country. Finally, through drawing lessons from the advanced experience of home pension system at home and abroad, under the premise of following the basic principles of low cost, diversification, high efficiency and feasibility, This paper puts forward some policy suggestions on the rational construction of the rural community home pension service system in China, hoping to provide some reference for the construction of the rural community home pension service system in our country.
