就职宣誓:国家治理现代化的构建

【摘要】：当前我国正处于由"一元治理"向"多元治理"的变革时期,这一过程中,政府不断向社会放权,社会治理主体的多元化使政府权威与公信力受到影响,如何确立核心政治价值、重构政治认同、再造政治信任、重塑政治合法性,成为实现国家有效治理的重要前提。就职宣誓,作为一种政治权力合法性象征的外在仪式,备受古今中外统治者的推崇。通过对中西方就职宣誓的演变进行历史梳理,并作出比较,从政治学角度对就职宣誓进行解读并提炼出其在国家治理体系与治理能力的现代化进程中的实用价值,通过系统构建具有我国特色的就职宣誓制度及其配套体系,不仅可以丰富我国政治学的研究内涵,而且对推进国家有效治理具有极其重要的意义。
[Abstract]:At present, our country is in the period of transformation from "unitary governance" to "pluralistic governance". In this process, the government continuously devolves power to the society, and the pluralism of the main body of social governance affects the authority and credibility of the government. How to establish the core political value, reconstruct the political identity, rebuild the political trust and rebuild the political legitimacy, become the important premise to realize the effective governance of the country. The oath of office, as an external ceremony symbolizing the legitimacy of political power, is highly respected by rulers all over the world. By combing the evolution of the oath of office between China and the West, and making a comparison, this paper interprets the oath of office from the angle of political science and abstracts its practical value in the modernization process of national governance system and governance ability. The system of oath of office with Chinese characteristics and its supporting system can not only enrich the research connotation of political science in China, but also play an extremely important role in promoting the effective governance of our country.
