社区养老服务供给中社会参与机制研究

【摘要】：随着经济社会的飞速发展,我国人口老龄化、高龄化导致的养老服务问题愈加严峻。多元社会主体共同参与社区养老服务,是解决养老服务供需矛盾、实现养老服务社会化的关键途径和重要环节。因此,研究社区养老服务供给中社会主体的参与机制有重大意义。文章通过分析当前不同类型社会主体参与社区养老服务的方式和存在的问题,进而提出优化社区养老服务供给中社会参与机制的对策建议,具体来说主要从以下四个方面展开。首先,在回顾相关理论并对参与社区养老服务相关社会主体进行界定的基础上,分析社会主体参与的基本动因及与政府的关系。其次,通过对长宁区仙霞街道的调研,在研究社区养老服务的管理体系、运行机制、供求关系、服务效果及其影响因素的基础上,分析各类社会主体在社区养老服务中的不同参与机制,包括服务型社会组织的购买机制、基层自治组织的准行政机制、市场组织的社区共建机制等。再者,文章进一步剖析当前社区养老服务供给中社会参与存在诸如参与主体行政依附性强、主动性弱、参与内容个性化不足等问题,进而从政府、社会组织、市场组织等角度探究导致问题的原因。最后,文章在借鉴国内外相关经验及分析发展趋势与原则的基础上,提出完善社会主体参与机制的目标模型,并从政府、社会组织、市场组织、居民的角度提出优化社会主体参与社区养老服务的具体对策建议。文章运用定量与定性相结合的方法。一方面通过搜集截面数据和问卷调查收集老年人年龄、居住方式等方面的资料,进而使用统计分析法对服务效果及其影响因素进行分析。另一方面,通过深入访谈和实地观察了解社区养老服务供给中社会参与的内容、方式等,进而通过逻辑推理法分析社区养老服务供给中不同社会主体的参与机制。
[Abstract]:With the rapid development of economy and society, the problem of old-age service is becoming more and more serious due to the aging of population in our country. It is the key way and important link to solve the contradiction between supply and demand of old-age service and realize the socialization of old-age service. Therefore, it is of great significance to study the participation mechanism of social subjects in the provision of community pension service. By analyzing the ways and problems of different types of social subjects participating in community service for the aged, this paper puts forward some suggestions on how to optimize the mechanism of social participation in the provision of community old-age service, mainly from the following four aspects. First of all, on the basis of reviewing the relevant theories and defining the social subjects involved in the community pension service, this paper analyzes the basic motivation of the participation of the social subjects and the relationship between them and the government. Secondly, through the investigation of Xianxia Street in Changning District, on the basis of studying the management system, operation mechanism, supply and demand relationship, service effect and its influencing factors of community old-age service, This paper analyzes the different participation mechanisms of various social subjects in the community pension service, including the purchase mechanism of service-oriented social organizations, the quasi-administrative mechanism of grass-roots autonomous organizations, and the community co-construction mechanism of market organizations and so on. In addition, the article further analyzes the problems of social participation in the current provision of community pension service, such as strong administrative dependence, weak initiative and insufficient individualization of participation content, and then from the government, social organization, and so on. Market organization and other angles to explore the causes of the problem. Finally, on the basis of drawing lessons from domestic and foreign experiences and analyzing the development trends and principles, this paper puts forward a target model to perfect the mechanism of participation of social subjects, and from the government, social organizations, market organizations, and so on. From the point of view of residents, specific countermeasures and suggestions are put forward to optimize the participation of social subjects in community old-age service. In this paper, the combination of quantitative and qualitative methods is used. On the one hand, through collecting cross-section data and questionnaire survey, collecting the elderly age, living style and other aspects of the data, and then using statistical analysis to analyze the service effect and its influencing factors. On the other hand, through in-depth interview and on-the-spot observation to understand the contents and ways of social participation in the provision of community-based old-age service, and then through the logical reasoning method to analyze the participation mechanism of different social subjects in the provision of community-based old-age service.
