健康养老视角下的重庆城市老年人口养老服务需求研究

【摘要】：人口老龄化是经济社会发展到一定阶段产生的必然结果,是不以人的意志力为转移的客观规律。中国是世界上老年人口最多的国家,并在“未富先老”的基本国情下跨入了老年型国家的行列。人口老龄化带来很多的社会问题,其中养老问题就是摆在政府面前亟待解决的重大议题。随着我国人口年龄结构老龄化不断加深,在新形势下的老年人口的健康状况也有了新的变化,而基于老年人群自身不同状况下的养老服务需求也变得更加多样化。重庆虽然作为最“年轻”的直辖市,却也早已步入了老龄化行列,本文就重庆市城市老年人口进行抽样调查研究并以健康老龄化为理念基础,深入探讨了不同情况下的老年人所想要得到的养老服务是怎样的。笔者通过文献研究法、问卷调查法和个案访谈法相结合的方式,综合已有的研究成果和本次研究所收集到的数据,对重庆市城市老年人口的养老服务需求进行探讨和分析。在探讨了重庆市城市老年人口的养老服务现状的基础上,调查老年人口的养老服务需求和意愿,分析在不同条件下,哪种养老需求更为急需。本文通过研究得出结论:重庆城市老年人的养老服务需求呈现多元化;日常照料是保证老人正常生活的最基本的需求;由于老年人群身体状况的特殊性,身体机能的退化,体质的弱化,使得他们更容易被病痛折磨,因此老年人对医疗保健的需求仍然是比较大的;老年人在精神健康方面的重要性不可忽视,随着社会经济的快速发展,“健康养老”正在被人们所重视,健康养老的内涵早已超出了“吃饱、穿暖”等维持老人的基本生存条件上了,“健康养老”不仅包含了日常生活照料、医疗保健等需求,而且对老人们心灵、情感等精神上的渴望和需求提出了更高要求。随着社会的进步和发展,越来越多的老人开始认识了解和认可养老机构,并选择养老机构进行养老,养老机构也在不断的发展以应对更多老年人的多元化养老需求;几大需求一起构成了老年人群的养老需求。文章针对目前重庆市养老服务现状,从家庭、社区、社会等几个层面提出相应对策和建议。笔者相信,只要全面统筹、理性规划,在全民的共同努力下,“健康老龄化”是可以实现的。
[Abstract]:Population aging is the inevitable result of economic and social development to a certain stage, and it is an objective law that does not take human willpower as the transfer. China is the country with the largest elderly population in the world, and has entered the ranks of elderly countries under the basic national conditions of "getting old before getting rich". The aging of the population brings a lot of social problems, among which the problem of providing for the aged is an important issue to be solved urgently in front of the government. With the aging of the age structure of the population in China, the health status of the elderly population in the new situation has also changed, and the demand for pension services based on the different conditions of the elderly population has become more diversified. Although Chongqing, as the most "young" municipality directly under the Central Government, has already entered the ranks of aging, this paper makes a sample survey of the urban elderly population in Chongqing and is based on the concept of healthy aging. This paper probes into the old-age services that the elderly want to get in different situations. Through the combination of literature research method, questionnaire survey method and case interview method, the author discusses and analyzes the old-age service needs of the urban elderly population in Chongqing by synthesizing the existing research results and the data collected by this study. On the basis of discussing the present situation of pension service for the elderly population in Chongqing, this paper investigates the demand and willingness of the old-age service for the elderly population, and analyzes which kind of pension demand is more urgent under different conditions. Through the study, this paper draws a conclusion: the demand for pension services for the elderly in Chongqing is diversified, and daily care is the most basic need to ensure the normal life of the elderly. Due to the particularity of the physical condition of the elderly population, the degradation of physical function and the weakening of their physique, they are more likely to be tortured by illness and pain, so the demand for medical care for the elderly is still relatively large. The importance of the elderly in mental health can not be ignored. With the rapid development of social economy, "healthy providing for the aged" is being attached importance to by people, and the connotation of healthy providing for the aged has long exceeded "full". Wearing warm and other basic living conditions to maintain the elderly, "healthy old-age care" not only includes the needs of daily life care, medical care and other needs, but also puts forward higher requirements for the spiritual and emotional aspirations and needs of the elderly. With the progress and development of society, more and more elderly people begin to understand and recognize pension institutions, and choose pension institutions to provide for the aged, pension institutions are also constantly developing to meet the diversified old-age needs of more and more elderly people. Together, several major needs constitute the old-age needs of the elderly. In view of the present situation of pension service in Chongqing, this paper puts forward some corresponding countermeasures and suggestions from the aspects of family, community, society and so on. The author believes that as long as the overall planning, rational planning, with the joint efforts of the whole people, "healthy aging" can be achieved.
