压力集团和政党政治对印巴贸易关系的影响（1990-2019）

印巴之间的竞争之所以如此持久,是因为政治在贸易政策制定上发挥了重要作用。两国的双边贸易关系已经有数十年的历史,这期间伴随着立场摇摆、保护主义、竞争升级、利益集团的仇视与施压、以及政党的政治运作等诸多问题。然而,两国贸易在历史上也曾出现过缓和期。优惠贸易协定是1990年后的重大发展,如《南亚特惠贸易安排协定》,南亚区域合作联盟框架下的合作,多轮双边贸易谈判,以及印巴两国代表团正式会晤,双方开始进行双边谈判,以讨论和最后确定贸易协定形式等。与此同时,1990年以后,贸易自由化和贸易机构的发展也对印巴两国贸易导向型的外交政策和谈判作出了贡献,但由于某些政治原因,两国未能完全摆脱纷争关系,这严重影响了印巴贸易正常化。两国都拥有巨大的投资市场和地缘战略位置,贸易范围广泛,可持续性强,有促进贸易发展的空间。但贸易政策受到政党、个人、工会和压力集团的影响,他们对贸易政策决策程序施加压力,以谋求自身的生存和权力最大化。对于印巴贸易关系来说,1990年至2019年是非常重要的时间段,这期间双方为促进贸易采取了一些措施,也出现了一系列政治问题造成两国贸易受损。领土冲突、政党的自身利益、充满冲突和战争的历史...
