埃塞俄比亚议会外交评估：非传统外交视角

本文旨在检验埃塞俄比亚议会在外交中扮演的角色,尤其是在第五次议会选举期间(2014-2017)。在正式的术语中,外交被定义为政府间对话,并且主要为主权国家间行为。然而,在某些情况下,议会或者其它国家专门机构也有相同的用途。鉴于此,本文着手于探讨埃塞俄比亚议会外部交流的成就和挑战。为此,本文使用定性探究法,同时辅以报纸、电视新闻、政府报告和学术研究等二手资料。课题中所使用的大多数资料都是发表于最近且将重心放在第五次议会选举的文献。研究分析主要基于建构主义理论框架。从历史上看,长久以来,埃塞俄比亚就有通过议会开展对外关系的传统。1958年起,宪法就批准了议会参与与主权国家相互交流的对外事务中。在前任君主海尔·塞拉西统治时期,埃塞俄比亚议会最初在外交事务中的角色实质上发展到宪法承认的水平。随后,在1974年至1977年间,根据埃塞俄比亚1987年宪法,德格军政府发表公开声明要致力于与其他国家发展外交关系。1995年随着军政府的倒台(Derg),由埃塞俄比亚人民革命阵线(EPRDF)领导的现任政府建立了民选议会,继续强化议会在外交事务中的作用。当前政权在此方面做出了很多值得一提的实践和发展。例...
