基于生态农业发展的“三农”问题缓解路径研究

【摘要】：农业、农村、农民(简称“三农”)问题，主要是农民增收缓慢、农民就业困难等问题一直难以解决，已经严重阻碍了我国国民经济的发展，成为我国的长期困扰。就我国目前国情看，只有农民富裕了，国家才可富强。如何立足于我国农业和农村的实际情况，找出一条可行路径，从根本上解决“三农”问题，意义重大。目前研究缓解“三农”问题的路径有若干种，其中小城镇建设和农业产业化经营这两个路径是专家们研究缓解“三农”问题的主要观点，很少有人把发展生态农业和缓解“三农”问题联系起来进行专门的论述。有鉴于此，本文拟就这个问题进行一些初步的探讨，谋求一条全新的“三农”问题缓解路径。本研究得出了以下的主要结论：1、“三农”问题缓解应以发展生态农业为主导。生态农业能形成经济、生态、社会三效益统一，是其它“三农”缓解路径不具备的特性，它除了能缓解农业生态环境危机和应对农产品国际贸易的绿色壁垒外，还能解决其它“三农”问题缓解路径存在的问题，避免已取得的经济成果被削弱或抵消。2、发展生态农业可解决当前小城镇建设存在的问题，，促进小城镇建设。资源开发不合理、土地浪费、生态环境恶化等问题使小城镇建设进程缓慢，生态农业为小城镇建设提供了优越的环境和自然资源条件，形成良性循环；生态农业中的特色产业为小城镇的经济发展准确定位；发展生态农业，可以认清土地的适宜度，使小城镇建设合理利用土地资源；生态农业增加农民就业和收入，政府就更有可能实现小城镇的发展规划，即发展小城镇。3、发展生态农业可促进农业产业化发展。农产品的质量安全隐患阻碍了农业产业化进程，发展生态农业，着力于无公害农产品和绿色食品，可保障农产品质量安全，促进农业产业化发展。4、发展生态农业是解决农民就业、增收问题的有效路径。生态农产品的价值高，可以使农产品的价格提升，避免价格下跌对农民增收的负面影响;生态农业的市场适应、高效益、可持续和整体性质是农民增收的保证;生态农业是需要较多劳动力的集约型农业，是解决农村劳动力过剩问题的关键之一。5、生态农业的实施必将在实践中广泛推广。主要是生态农业建设规划集可持续发展战略、途径与模式、科学技术、政策法规于一身，遵循因地制宜原则，可操作性很强。
[Abstract]:The problems of agriculture, rural areas and farmers (referred to as "agriculture, rural areas and farmers" for short), mainly the slow increase of farmers' income and the difficulties of farmers' employment, have been difficult to solve, and have seriously hindered the development of the national economy of our country. This has become a long-standing problem in our country. From the point of view of the current situation of our country, only when the peasants are rich can the country become rich and strong. How to find a feasible way to solve the "three rural" problems, based on the actual situation of agriculture and rural areas in our country? At present, there are several ways to alleviate the problem of agriculture, rural areas and farmers, among which the construction of small towns and the industrialization of agriculture are the main viewpoints of experts to study and alleviate the problems of agriculture, rural areas and farmers. Few people link the development of ecological agriculture with the issue of "agriculture, countryside and farmers". In view of this, this paper intends to carry out some preliminary discussions on this issue. Seeking a new way to alleviate the problem of agriculture, rural areas and farmers. The main conclusions of this study are as follows: 1. Ecological agriculture can form the unity of economic, ecological and social benefits. It can not only alleviate the crisis of agricultural ecological environment and the green barriers to international trade of agricultural products, but also solve the problems existing in other ways of alleviating the problem of agriculture, rural areas and farmers. The development of ecological agriculture can solve the problems existing in the construction of small towns, promote the construction of small towns and promote the construction of small towns. The deterioration of ecological environment makes the construction of small towns slow, and ecological agriculture provides favorable environment and natural resources for the construction of small towns, forming a virtuous circle, and the characteristic industries in ecological agriculture are the accurate positioning for the economic development of small towns. By developing ecological agriculture, we can clearly understand the suitability of land and make the construction of small towns make rational use of land resources.Eco-agriculture will increase farmers' employment and income, and the government will be more likely to realize the development plan of small towns.
