【摘要】:伴随着现代计算机技术、网络技术以及数据库技术的蓬勃发展,电子政务产业也迅速繁荣起来,而现代电子政务系统的广泛应用也必将在政府部门日常开支的有效缩减、政府工作的透明公开、政府决策的合理化以及政府部门工作效率的提高等方面发挥着日益重要的导向性作用。 目前,电子政务系统的研究工作存在着软件开发效率偏低、重复开发现象严重等诸多问题。将软件工程的开发思想运用到电子政务软件平台的设计当中,将会有效解决软件重复开发、开发成本偏高、开发效率过低等问题,从而使电子政务系统软件的开发跨上一个新的台阶。 本文充分借助于现代计算机网络技术,设计并实现了赤峰市人力资源和社会保障局电子政务办公系统。本系统的开发目标是为了服务于广大人民群众,简化行政办公流程、实现政务公开,从而最终实现赤峰市人力资源和社会保障局内部主要业务的有效执行。 论文首先详细阐述了电子政务的研究背景与开发意义,分析了电子政务系统的国内外发展状况,并且依次列举了电子政务应用的显著特点。其次,介绍了现代电子政务办公系统实现过程当中所用到的主流架构技术,继而提出了基于Java EE平台的现代电子政务办公系统的设计框架,最后给出应用软件程序具体的实施方法。 最终采用MVC设计模型并运用Struts应用框架设计并开发了赤峰市人力资源和社会保障局电子政务办公系统平台。本应用软件采用Oracle作为后台数据库,并且在整个应用软件的设计与实现过程中引入了软件工程的思想对系统进行详尽的功能性需求分析。根据本系统所划分出的各个子功能模块,专门针对其所具有的功能结构进行了系统的总体设计工作。赤峰市人力资源和社会保障局电子政务办公系统的主要功能模块包括用户桌面功能模块、用户登录功能模块、人事管理功能模块、公文流转功能模块、档案管理功能模块、劳动论坛功能模块和邮件传递模块。本政务办公系统的体系结构采用的是分层设计方式,这样就使得系统的可移植性大大增强。 最后,系统经历了严格的功能与性能测试,测试结果证明本系统具有良好的功能完备性与运行稳定性,将其应用到政府部门日常办公当中是切实可行的。然而电子政务办公系统本身的研究范围很广,由于本人时间与精力有限,,本文所作的工作只是其中的一小部分,还有许多方面需要在未来的研究中去逐步完善,例如怎样将已建成的电子政务办公系统的功能模块抽象提取,将其转变为软构件,并组成电子政务办公系统软构件库;如何在电子政务办公系统中引入真正意义的工作流技术,提高系统的工作流程自定义能力,满足各部门的网络办公之用。这些都是值得进一步研究的内容。
[Abstract]:With the rapid development of modern computer technology, network technology and database technology, the e-government industry is also booming rapidly. And the extensive application of the modern e-government system is bound to reduce the daily expenditure of government departments effectively and the transparency and openness of government work. The rationalization of government decisions and the improvement of the efficiency of government departments play an increasingly important guiding role. At present, there are many problems in the research of E-government system, such as low efficiency of software development, serious phenomenon of repeated development and so on. The idea of software engineering is applied to the design of software platform of e-government. It will effectively solve the problems of repeated software development, high development cost and low development efficiency, which will make the software development of e-government system step to a new level. With the help of modern computer network technology, this paper designs and implements the E-government office system of Chifeng Human Resources and Social Security Bureau. The development goal of this system is to serve the masses of the people. The administrative process is simplified and the government affairs are made public so as to realize the effective implementation of the main business within the Chifeng Bureau of Human Resources and Social Security. Firstly, the paper elaborates the research background and development significance of e-government, analyzes the development of E-government system at home and abroad, and lists the remarkable characteristics of E-government application in turn. Secondly. This paper introduces the mainstream architecture technology used in the realization of the modern e-government office system, and then puts forward the design framework of the modern e-government office system based on Java EE platform. Finally, the implementation method of the application software program is given. Finally, the design model of MVC and the application framework of Struts are used to design and develop the E-government office system platform of Chifeng Bureau of Human Resources and Social Security. The application software adopts Oracle as the platform. Background database. And in the whole application software design and implementation process, the idea of software engineering is introduced to analyze the functional requirements of the system in detail. The main function modules of the E-government office system of Chifeng Human Resources and Social Security Bureau include user desktop function module. User login function module, personnel management function module, document circulation function module, file management function module. The function module of labor forum and the mail delivery module. The system structure of this government office system adopts the hierarchical design method, which makes the system portability greatly enhanced. Finally, the system has experienced strict function and performance testing, the test results show that the system has good functional completeness and operational stability. It is feasible to apply it to the daily work of government departments. However, the research scope of E-government office system itself is very wide, because of my limited time and energy. The work done in this paper is only a small part, and many aspects need to be gradually improved in the future research, such as how to abstract the functional modules of the completed e-government office system. The software component is transformed into software component, and the software component library of e-government office system is formed. How to introduce the real workflow technology into the E-government office system, improve the workflow customization ability of the system, and meet the needs of various departments in the network office, these are worthy of further study.
