包头市基本公共服务均等化问题研究

【摘要】：随着我国树立构建社会主义和谐社会的远大发展目标以后，民生越来越受到国家的关注。当前，我国的社保制度已经获取较好的成效，尤其是我国提出公共的财政制度以后，明显促进了社保的发展。从整体上看，尽管我国很多学者都研究了社保制度，但很少有学者分析和研究与社保制度紧密相关其他制度，本论文研究的对象正是这些制度。第一，逐个梳理城乡统筹社保均等化、公共服务均等化等等；第二，把我国的包头市作为重点分析的例子，分析出包头市城乡统筹社保均等化的基本情况、包头市城乡统筹社保均等化存在的差异以及产生差异的原因。第三，，介绍包头市实现城乡统筹社保制度的成效，给我国其他城市落实城乡统筹社保均等化政策，保障民生提供参照。第四，给我国落实城乡统筹社保制度提供相应的策略，本人认为为有效实现我国社保城乡的均等化，一定要依据我国的实际情况，构建全面性、层次性的社保体制，并严格依照公平、公开以及公正的原则逐步将社保普及到每一位公民的生活中。在落实社保制度的过程里，还应当明确划分政府的职责，构建有效的责任追究制度；建设相应的公共基金会，筹集社会各界的资金，为社保提供经济保障；完善社保制度的法律体制；加强监管社会保障资金的力度。最后是本论文的期盼与结论。
[Abstract]:Since our country set up the construction of long-term development of socialist harmonious society, people more and more attention by country. At present, China's social security system has obtained good results, especially after the public fiscal system in China, promoted the development of social security. On the whole, although many scholars in our country a study of the social security system, but few scholars have analysis and research and the social security system is closely related to other system, the object of this paper is the system. First, by combing the urban and rural social security equalization, equalization of public services and so on; second, China's Baotou city as a key analysis example, analysis of the basic Baotou City, urban and rural social security equalization, the reasons for differences in Baotou urban and rural social security equalization and the cause of the difference. Third, introduced the Baotou implementation of urban and rural co-ordination of social security The effectiveness of the system, to implement the other city in our country urban and rural social security equalization policy to protect the people's livelihood, provide a reference. Fourth, to provide the corresponding strategy of urban and rural social security system of our country to implement, I think that for the effective implementation of the equalization of China's social security of urban and rural areas, must be based on the actual situation of our country, build a comprehensive, multi-level the social security system, and in strict accordance with the fair, open and fair principle of social security will gradually spread to every citizen's life. In the process of the implementation of the social security system, should also be a clear division of the responsibility of the government, build an effective accountability system; construction of the corresponding public fund raising community funds provide economic guarantee for social security; perfect the legal system of the social security system; strengthen the supervision of social security funds efforts. Finally look forward to the conclusion of this paper.
