【摘要】：截止到2009年底,我国社会保障基金已超过7000亿美元,社会保障基金的资产和进入市场规模空前扩大。但是随着社会保障覆盖面的扩大和“老龄化社会”的临近,社会保障基金的支出压力越来越大,我国社会保障制度将面临严峻的挑战。如何“做大”社会保障基金,防范可能出现的投资风险,实现社会保障基金的保值增殖已迫在眉睫。目前我国社会保障基金投资于股票市场和其他金融市场正在有步骤的放开,在此背景下,社会保障基金的投资问题显得越来越突出。社会保障基金是一国社会保障制度的基础,为了保证社会保障基金制度的正常运行,社会保障基金不仅要保值,更要实现增殖,因此,社会保障基金投资必须增加投资品种、拓宽投资渠道、建立有效的投资组合,增加投资收益。但是,一个必须要面对的事实是:投资工具的增加意味着风险的增大,高收益必然伴随着高风险,这就给社会保障基金的管理提出了更大的挑战。所以研究社会保障基金如何避免投资风险,实现社会保障基金的保值增殖就显得尤为重要。本文从社会保障基金投资管理者的角度出发,文章首先界定社会保障基金、社会保障基金投资的概念;其次,通过对历年社会保障基金投资、收益情况进行分析,总结出我国社会保障基金的投资现状及存在的问题:当前我国社会保障基金投资收益较低,投资风险偏高、投资渠道狭窄、基金来源不稳定等问题。针对我国社会保障基金投资管理中出现的投资风险提出了相应的建议,主要包括:社会保障基金的投资选择、现代投资组合工具、社会保障基金投资的重点及其策略、社会保障基金投资风险的宏观监管、对我国社会保障基金投资风险的微观控制。研究目的就在于试图构建出科学有效的社会保障基金投资管理体系,以此实现社会保障基金的保值增殖。
[Abstract]:By the end of 2009, China's social security fund has more than $700 billion, the social security fund and assets into the market. But with the unprecedented expansion of social security coverage and the coming of aging society, the social security fund spending pressure is more and more big, the social security system of our country will face severe challenges. How to make the social security fund, prevent investment risk, realize the value of social security funds proliferation is imminent. At present China's social security fund investment in the stock market and other financial markets step by step. Under this background, the investment of social security funds has become increasingly prominent.
The social security fund is the base of social security system, in order to ensure the normal operation of the system of social security fund, social security fund should not only value, but also to achieve the proliferation, therefore, the social security fund investment must increase investment, broaden investment channels, establishing an effective investment portfolio to increase investment income. However, a must to face the fact that: increasing investment tools means increased risk, high return must be accompanied by high risk, which gives more challenges to the social security fund management. So the study of the social security fund how to avoid investment risks, it is very important to realize the value of social security funds proliferation.
This paper from the social security fund investment management perspective, this paper first defines the concept of social security fund, social security fund investment; secondly, by analyzing the social security fund investment, analyze the income situation, summed up China's social security fund investment situation and existing problems of current China's social security fund investment income low investment, high risk, narrow investment channels, fund source of instability. In view of China's social security fund investment management investment risk and put forward some corresponding suggestions, mainly including: social security fund investment, modern portfolio tools, focus and strategy of social security fund investment, social macro supervision of security fund investment risk, micro investment risk control of China's social security fund. The purpose of the study is to attempt to build a scientific and effective The social security fund investment management system, in order to achieve the social security fund to maintain the value of the proliferation.
