新农合医疗信息管理系统的设计与实现

【摘要】：医疗保障关系到每位公民的基本生活,更关系到一个国家的稳定安全,是我国社会保障体系中的重要的一个环节,我国是世界农业人口第一大国,实施新农合医疗制度有着极其重大特殊的意义,它由政府组织、引导、支持,农民自愿参与,个人、集体和政府多方面筹资,以大病统筹为主的农民医疗互助共济制度,采取个人缴费、集体扶持和政府资助的筹资方式。实现新农合医疗制度的信息化和数字化是对新农合医疗制度的重大改革,确保新农合医疗制度在农村基层工作中顺利地推广,对新农合医疗制度的业务进行高效和有序地管理,因此很有必要建立信息管理系统来提高新农合医疗业务的管理和实施。本论文课题的来源某县的基层医疗制度的改革措施,某县人口总数79.8万,其中农业人口达到65万,探索良好的乡村医疗补助制度,设计良好的新型农村合作医疗信息管理系统,同时将村级卫生室实施国家基本药物制度纳入到该信息管理系统中去,对解决农民“看病难、看病贵”问题有着重要意义。为探索良好的乡村医疗补助制度,推广新农合医疗制度,设计出适应广大农村基层的新型农村医疗信息管理系统,对解决农民“看病难、看病贵”问题有着重要意义,对新农合医疗制度的业务信息和流程进行信息化和数字化处理,通过系统需求分析,确定系统采用B/S架构、MVC设计模式,通过UML标准建模语言对系统进行统一建模设计,利用SQL SERVER数据库作为信息存储和管理平台,使用Java语言进行系统开发设计,通过模型研究、功能实现、性能测试等方面验证系统可行性。本课题的研究符合当前新农合医疗制度发展的实际情况和广大农民群众的迫切需求,通过对新农合医疗信息系统的设计与开发,促进新农合医疗制度的推广和实施,在实际的工作中,具有较强的操作性与典型意义。
[Abstract]:Medical security is related to the basic life of every citizen, but also to the stability and security of a country. It is an important link in the social security system of our country. China is the largest agricultural country in the world. The implementation of the new rural cooperative medical system is of great and special significance. It is organized, guided, supported by the government, voluntary participation of farmers, individual, collective and government financing. With the serious illness as a whole as a whole, the farmer medical treatment mutual aid system, adopts the individual payment. Collective support and government-funded financing. Realizing the informationization and digitization of the new rural cooperative medical system is a major reform of the new rural cooperative medical system to ensure the smooth promotion of the new rural cooperative medical system in the rural grass-roots work. Efficient and orderly management of the business of the new rural cooperative medical system. Therefore, it is necessary to establish information management system to improve the management and implementation of NCMS medical services. The source of this paper is the reform measures of primary medical system in a county, the total population of a county is 798,000. At the same time, it is of great significance to implement the national essential drugs system in the village health care office to solve the problem of "difficult and expensive medical treatment" for farmers, so as to explore a good medical subsidy system in rural areas. Popularizing the new rural cooperative medical system and designing a new rural medical information management system adapted to the broad rural grass-roots level is of great significance to solve the problem of "difficult and expensive medical treatment" for farmers. The information and process of the new rural cooperative medical system are processed with information and digitization. Through the system demand analysis, the system adopts the B / S structure and MVC design pattern. Through the UML standard modeling language to carry on the unified modeling design to the system, uses the SQL SERVER database as the information storage and the management platform, uses the Java language to carry on the system development design. The feasibility of the system is verified by model research, function realization, performance testing and so on. The research of this topic is in line with the actual situation of the current development of the new rural cooperative medical system and the urgent needs of the broad masses of farmers. Through the design and development of NCMS medical information system to promote the promotion and implementation of NCMS medical system, in the actual work, has a strong operational and typical significance.
