建筑施工承包企业劳务用工问题研究

【摘要】：建筑施工企业属于劳动密集型企业,劳动力资源是企业最重要的资源之一,然而建筑劳务用工存在着诸多问题,制约了建筑企业的发展,亟待研究解决。本文首先回顾了我国劳务用工制度的发展历程、现状及我国现行的有关劳务用工的法律法规制度,然后从建筑劳务人员技术素质、社会保障、老龄化、劳务供求关系变化等方面的问题入手,对建筑劳务企业发展状况、建筑劳务人员职业技能、劳动合同签订以及参加社会保险情况等进行了调查分析。在此基础上,就建筑劳务公司发展、建筑劳务市场制度建设、劳务人员的职业技能培训、劳务人员权益保障等四个方面进行深入的探讨,并为解决劳务用工中的队伍不稳定、技术素质差等问题提出了相应的对策建议。期望研究的成果能有助于建筑企业及劳务分包企业健康发展,有助于促进建筑业的发展。
[Abstract]:Construction enterprises belong to labor-intensive enterprises, and labor resources are one of the most important resources of enterprises. However, there are many problems in the employment of construction services, which restrict the development of construction enterprises. This paper first reviews the development course, the present situation and the current laws and regulations of labor employment system in our country, and then starts with the technical quality, social security and aging of the construction workers. Starting with the change of labor supply and demand, this paper makes an investigation and analysis of the development of construction labor enterprises, the vocational skills of construction workers, the signing of labor contracts and the participation in social insurance. The development of construction labor companies, the construction of the construction labor market system, the vocational skills training of labor workers, and the protection of labor workers' rights and interests are discussed in depth, and in order to solve the instability of the labor force, It is expected that the research results will contribute to the healthy development of construction enterprises and labor subcontracting enterprises and promote the development of the construction industry.
