江西金保二期工程工伤人员管理系统的设计与实现

【摘要】：在用人单位特别是工业企业中,员工在工作时可能会发生工伤,此时将需要对工伤人员进行工伤鉴定并将工伤人员信息以及鉴定信息记录下来,社会保障工伤管理部门根据这些信息对工伤人员划分工伤级别并给予相应的工伤待遇。传统工伤人员管理都是人工进行操作,如人工用纸张文件的方式记录工伤人员的信息,人工判定工伤级别等,当用人单位或辖区工伤人员较多时,这样人工的记录方式将显得非常繁琐且容易出错,也不利于信息的查询以及保存,工伤人员管理若不能有效的处理好,将大大影响用人单位职工的安全感和自信心,因此非常不利于用人单位各项事业的发展。随着社会的发展,这是各行各业迫切关心的问题。本文作者在社会保障行政部门从事工伤保险管理工作。根据“三定”方案的设置,工伤认定、劳动能力鉴定是工伤保险管理中的重要工作内容。随着职工和用人单位维权意识的提高,申请工伤和劳动能力鉴定的人员越来越多,数据管理和信息化处理成为工伤保险管理的基础性工程。江西金保二期工程是进一步利用先进的信息技术,以网络为依托,提升社会保障服务水平的电子政务工程。工伤人员管理系统,是面向用人单位特别是工业企业用于管理工伤职工的数据系统。这个系统的建立,有利于提高员工对单位的安全度和信心度,有利于加强用人单位对工伤职工的信息管理,有利于对工伤保险管理宏观决策提供依据。首先本文介绍了工伤登记流程、工伤认定流程、劳动能力鉴定流程、工伤人员基本信息流程以及工伤登记变更流程;然后根据业务流程介绍了系统的功能流程,并添加了系统用户管理功能流程,以及详细介绍了系统功能结构;最后分析了系统中涉及到的数据。江西金保二期工程工伤人员管理系统能够便捷有效地管理工伤人员系统,以便提高员工对用人单位的信心度,并也为以后建立更加全面的工伤管理系统打下基础,具有实际意义以及前瞻意义。

The author is engaged in the administration of industrial injury insurance in the social security administrative department. The appraisal of labor ability is an important work content in the management of industrial injury insurance. With the improvement of the awareness of protecting the rights of workers and employers, more and more people apply for the appraisal of industrial injury and labor ability. Data management and information processing have become the basic projects for the management of industrial injury insurance. The second phase of Jiangxi Jinbao Project is to further utilize advanced information technology and rely on the network. E-government project to improve the level of social security services. The work injury personnel Management system is a data system for employers, especially industrial enterprises, used to manage industrial injury workers. It is beneficial to improve the degree of safety and confidence of employees to the unit, to strengthen the information management of the employer to the workers at work injury, and to provide the basis for macro decision of the management of industrial injury insurance. First, this paper introduces the process of industrial injury registration. The industrial injury identification process, the labor ability identification process, the basic information flow of the work-related injury personnel and the change process of the industrial injury registration; then, according to the business process, the function process of the system is introduced, and the system user management function flow is added. Finally, it analyzes the data involved in the system. Jiangxi Jinbao Phase II Project injury personnel Management system can easily and effectively manage the industrial injury personnel system in order to improve the employees' confidence in the employer. It also lays a foundation for the establishment of a more comprehensive industrial injury management system in the future, which has practical significance and prospective significance.
