大连市新型农村社会养老保险问题研究

【摘要】：近年来,我国经济处于一个高速发展的阶段,但是在经济快速发展的同时,我国农村人口老龄化问题日益严重、城乡居民收入差距日益加大,我国现有的传统农村养老保险制度不能满足现阶段农村居民的需求,在农村地区社会保障制度由于受到农民参保热情不高的影响,推广受到很大阻碍,效果不明显。我国于2009年8月18日召开了全国新型农村社会养老保险试点工作,这标志着中国农民开启了一个全新的养老时代,也是农民"老有所养"的阶段性胜利。本文在借鉴国内外的研究成果,根据大连市新型农村养老保险的现实情况,采用文献研究法、调查研究法、访谈法等多种方法开展调查分析,根据调查得出的答案,总结大连市在新型农村养老保险工作中存在的问题,针对问题提出对应的解决方法。本文通过实地调研,制作调查问卷了解农民诉求,掌握了第一手可靠数据,通过对数据的分析得出制约大连市新型农村养老保险发展主要有以下八个方面:立法保障缺失;财政补贴政策不合理;养老金筹资渠道狭窄,财政压力大;政策吸引力不足、养老保险基金收益低、监管效果差;没有建立城乡居民养老保险制度衔接机制;农民主观接受程度低;人口老龄化问题严重;基层单位没有独立的经办机构,协管员能力有限。本文针对上述问题提出了以下对策和建议,提高认识做好舆论宣传工作;强化政府责任、加大财政投入;拓宽社保资金来源;健全工作机构、完善服务、培养专业人才;发展农村经济、增加农民收入;以法律为保障;强化基金运营管理;完善农村家庭养老机制。
[Abstract]:In recent years, China's economy is in a stage of rapid development, but at the same time, the aging of rural population in our country is becoming more and more serious, and the income gap between urban and rural residents is widening day by day. The existing traditional rural old-age insurance system in China can not meet the needs of rural residents at the present stage. In rural areas, the social security system is greatly hindered by the low enthusiasm of farmers to participate in the insurance system. The effect is not obvious. In August 18th 2009, China held a pilot project on the new type of rural social old-age insurance, which marked the beginning of a new age for the aged in China. It is also a stage victory for farmers to raise a sense of security. Based on the research results at home and abroad, and according to the reality of the new rural old-age insurance in Dalian, this paper adopts the method of literature research and investigation and research. According to the answers obtained from the investigation, the problems existing in the new type of rural old-age insurance in Dalian are summarized, and the corresponding solutions are put forward. Through the analysis of the data, it is concluded that there are eight main aspects restricting the development of the new rural old-age insurance in Dalian: lack of legislative protection, unreasonable financial subsidy policy; Narrow channels of pension financing, financial pressure; insufficient policy attraction, low income of pension insurance fund, poor regulatory effect; no establishment of urban and rural residents pension insurance system convergence mechanism; low degree of subjective acceptance of farmers; The problem of population aging is serious; there are no independent agencies at the grass-roots level, and the capacity of the coordinator is limited. This paper puts forward the following countermeasures and suggestions to solve the above problems, raise awareness and do well in public opinion propaganda, strengthen the responsibility of the government, Increase financial input; broaden the source of social security funds; perfect working institutions, improve services, train professionals; develop rural economy, increase farmers' income; take the law as a guarantee; strengthen the fund management; improve the rural family pension mechanism.
