青年志愿者参与乌审旗公共服务存在的问题及对策研究

【摘要】：青年志愿者是我国当前志愿服务的主要群体,我国志愿服务的诞生也与青年志愿者的出现有着十分重要的关系。伴随着社会主义市场经济快速发展,社会意识形态日渐丰富,政府职能和社会建设与过去相比已经实现了跨越式的发展,公共服务也取得了创新发展。近年来,乌审旗搭上国家推进西部开发战略的顺风车,将全旗的经济建设和社会发展水平推上一个新的台阶,青年志愿服务也获得了良好的发展机会。但发展的同时也出现了一系列的问题,这些问题在一定程度上反映了乌审旗青年志愿者建设与发达城市或地区的差距,也成为影响乌审旗志愿服务健康发展的制约因素。论文从公共服务角度出发,采用文献查阅和调查问卷两种研究方法,在乌审旗各企事业单位及社会团体中的青年志愿者中发放调查问卷,经过数据整理,结合对当地志愿组织的走访,剖析乌审旗志愿组织存在的管理缺失、志愿者认识不足、社会化不充分、保障机制不完善等方面的问题及其原因,同时,通过研究国外发达国家及我国发达地区和城市的优秀做法和发展模式,在结合西方发达国家和我国发达城市发展经验的基础上,提出了完善立法、加大经费支持、纳入社会保障等保障机制和转变管理方式、提升参与观念、加强队伍建设等对策和建议,服务于乌审旗的公共服务事业,倡导当地志愿服务事业有序平衡发展。
[Abstract]:Young volunteers are the main group of volunteer service in China at present. The birth of volunteer service in our country also has a very important relationship with the emergence of young volunteers. With the rapid development of socialist market economy, the social ideology is becoming more and more abundant. Compared with the past, government functions and social construction have achieved leap-forward development, and public services have also achieved innovative development. The level of economic construction and social development of the whole banner has been pushed to a new level, and the youth voluntary service has also been given a good opportunity for development. However, a series of problems have also emerged while developing. To a certain extent, these problems reflect the gap between the construction of young volunteers and the developed cities or regions, and also become the restrictive factors that affect the healthy development of the voluntary services in Wu-sheng Banner. By using the methods of literature review and questionnaire, the questionnaire was distributed among young volunteers in enterprises, institutions and social organizations in Wusheng Banner. After data collation, combined with the visit to local voluntary organizations, This paper analyzes the problems and causes of the lack of management, insufficient understanding of volunteers, inadequate socialization, imperfect security mechanism and so on in the voluntary organization of Ushen Banner, and at the same time, By studying the excellent practices and development models of developed countries and developed regions and cities in China, and combining the development experience of western developed countries and developed cities in China, this paper puts forward the improvement of legislation and the increase of financial support. We should bring into the social security system and change the management mode, promote the concept of participation, strengthen the team building and other countermeasures and suggestions, serve the public service cause of Ushen Banner, advocate the orderly and balanced development of the local voluntary service cause.
