健全与两个百年目标相适应的民生制度体系

【摘要】：实现两个百年目标,是国家发展大计,也是全民共享发展的重大机遇。需要提早谋划建立与两个百年目标相适应的民生制度体系,实现国家发展与民生建设共建共享、协同发展。这也是实现以人民为中心的发展理念、保障人人享有幸福生活的应有之义。当前,我国正处于全面建成小康社会的决胜阶段,努力实现第一个百年目标。我国民生发展水平距离全面小康尚存在一定距离,需要加大政策保障,确保目标实现。面向第二个百年目标的民生制度体系,要与全面建成小康社会后的30年经济社会发展水平相适应,重点关注人的全面发展、自由发展和可持续发展,建立起由服务于人的全生命周期高质综合发展的公共服务制度体系,服务于人的全面可持续发展的经济支持体系,以及服务于人的全面自由发展的社会支持体系等组成的民生制度体系。教育政策应有助于我国人力资源大国向人力资源强国迈进,劳动就业政策应从人人充分就业向人人体面就业转变,社会保障政策应从全覆盖、多层次向稳预期、可持续转变,医疗卫生政策应从促进身体健康向推动全面健康转变,基本社会服务政策应从碎片化、低水平向综合性、促发展转变。
