宅基地征收意愿价格形成及其影响因素研究

【摘要】:随着我国经济的快速发展、城市化进程速度的加快,城市建设用地需求与日俱增,农地资源保护工作面临挑战。浙江省作为人多地少的省份之一,在城乡一体化和新型城镇化的推进过程中,面临着大量的农用地转为非农用地,宅基地作为农村建设用地的构成部分,其征收成为当前保护耕地、缓解城乡建设用地供需矛盾的有效途径,同时也成为地方政府预算外收入的主要来源。 就目前关于宅基地征收的研究现状而言,虽已有大量关于宅基地征收的专项研究,但主要围绕征收意愿方面,对意愿价格的研究较少,且在方法上缺少一套完善的宅基地征收意愿价格评估方法。因此,本论文采用理论推理与实证分析相结合的方法,从农户的角度出发,了解宅基地征收现状以及农户对于征收补偿价格的期望,定量分析影响宅基地征收意愿价格的因素,在此基础上,建立基于CVM、CE等方法的征收意愿价格评估模型,对农户宅基地征收意愿价格影响因素进行分析,通过评估宅基地征收意愿价格,了解农户的利益诉求,以期盘活农民资产性收入、保障农民权益,并为宅基地补偿标准、程序的完善及其他学者对宅基地征收价格的研究提供理论依据,为宅基地征收过程中的补偿提供决策参考和依据,为征地冲突问题的减少提供思路。 本文通过实地调研,获取农户关于宅基地征收意愿价格的第一手数据,,根据现有成果、调研结果及对农户征收意愿价格的研究,运用文献综述、专家打分、问卷调研等方法总结宅基地征收意愿价格的影响因素,并构建基于CVM、CE等方法的宅基地意愿价格评估模型,对农户宅基地意愿价格进行评估。通过SPSS19.0对数据进行统计分析,得到影响宅基地征收意愿及意愿价格的因素。 最后根据本文研究结果及前人的观点,对减少宅基地征收冲突提供政策建议。农户层面:(1)提高农民收入;(2)管理宅基地取得登记制度;(3)完善宅基地退出机制;(4)健全社会保障制度。政府层面:(1)规划农村宅基地;(2)规范宅基地征收程序;(3)完善宅基地征收补偿标准;(4)建立多元化的宅基地征收补偿方式。
[Abstract]:With the rapid development of China's economy and the acceleration of the urbanization process, the demand for urban construction land is increasing day by day, and the protection of agricultural land resources is facing challenges. Zhejiang Province is one of the provinces with a large population and less land. In the process of urban-rural integration and new urbanization, a large number of agricultural land has been converted into non-agricultural land. As a component of rural construction land, the expropriation of homestead has become the current protection of cultivated land. The effective way to alleviate the contradiction between supply and demand of urban and rural construction land is to become the main source of extra-budgetary income of local government. As far as the present situation of the research on homestead expropriation is concerned, although there have been a lot of special researches on Homestead expropriation, but mainly around the intention of expropriation, there is little research on the willing price. Therefore, this paper uses the method of combining theoretical reasoning and empirical analysis, from the perspective of farmers. To understand the current situation of homestead expropriation and the expectation of farmers to levy compensation price, and to quantitatively analyze the factors that affect the price of Homestead levy intention, and on this basis, to establish a pricing evaluation model of expropriation intention based on CVMNCE and other methods. This paper analyzes the factors affecting the price of the willingness to levy the homestead of farmers, through the evaluation of the price of the intention to levy on the homestead, to understand the interests of farmers, in order to activate the property income of farmers, to protect the rights and interests of farmers, and to provide compensation standards for the homestead. The perfection of the procedure and other scholars' research on the price of land expropriation provide a theoretical basis for the compensation in the process of land expropriation and provide a way of thinking for the reduction of the conflict of land expropriation. Through the field investigation, this paper obtains the first-hand data of the farmers' willingness to levy the price of the homestead, according to the existing results, the research results and the study of the farmers' willingness to levy the price, using literature review, experts score, Questionnaire survey and other methods summed up the factors affecting the willingness to levy homestead price, and constructed a model based on CVMX CE method to evaluate the willing price of homestead. Through SPSS19.0, the data were statistically analyzed. Get the factors that influence the willingness to levy and the willing price of the homestead. Finally, according to the results of this study and previous views, To provide policy advice on reducing the conflict of land expropriation. Peasant household level: 1) increase farmers' income 2) manage homestead registration system 3) perfect homestead withdrawal mechanism 4) perfect social security system. Government level: 1) Planning rural house. 2) standardizing the process of Homestead expropriation 3) perfecting the standard of Homestead expropriation and compensation 4) establishing diversified ways of Homestead expropriation and compensation.
