新疆南北疆居民收入差距问题研究

【摘要】：改革开放以来,我国经济实现了持续近30年的两位数增长,2010年更是超过日本,成为全球第二大经济体,极大提高和改善了人们的生活。但经济的过快增长也带来了一些问题。北京大学通过跟踪调查中国家庭财产情况,在《中国民生发展报告2015》中得出结论,认为中国目前的收入和财产不平等状况正在日趋严重。不可否认,这是当前改革发展不可回避的问题,也是实现“新三步走战略”,特别是实现第一步全面建成小康社会必须着力解决的问题。新疆,无论从地理、人口、民族还是经济、社会发展来看,贫富分化或者说居民收入差距问题显得更为复杂和棘手。从这个角度看,我们把研究对象划定为南疆和北疆,对于缩小南北疆居民收入差距、实现“维护社会稳定和长治久安”的工作总目标,具有非常重要的现实意义。本文在文献研究基础上,采取定性和定量、横向比较和纵向比较相结合的方法,以伊犁州为代表的北疆与以喀什地区为代表的南疆为比较分析对象,结合新疆历年统计年鉴、新疆各地州统计公报内容提取相关数据,采用因子分析法对新疆南北疆居民收入差距、产生因素展开实证描述和科学分析,认为自然环境、产业结构、社会保障、受教育程度差异是形成南北疆居民收入差距的原因。最后,就如何解决南北疆居民收入差距问题,建议尊重自然规律,因地制宜和谐发展;优化经济结构,实现居民增收;健全社会保障体系,完善相关政策制度;提高教育水平,完善居民职业技能。
[Abstract]:Since the reform and opening up, China's economy has achieved double-digit growth for nearly 30 years. In 2010, it surpassed Japan to become the world's second largest economy. It has greatly improved and improved people's lives. But rapid economic growth has also brought some problems. Peking University, by tracking family property in China, concluded in the China people's livelihood Development report 2015. Holding that the current income and property inequality in China is becoming increasingly serious. It is undeniable that this is an unavoidable issue in the current reform and development. It is also a problem that must be solved in order to realize the "new three-step strategy," especially the realization of the first step in building a well-off society in an all-round way. In Xinjiang, no matter in terms of geography, population, nationality or economic and social development, The problem of the income gap between the rich and the poor or residents' income gap is more complicated and intractable. From this perspective, we have classified the subjects of study as southern and northern Xinjiang, to narrow the income gap between the north and the south. It is of great practical significance to realize the general goal of "maintaining social stability and lasting peace and stability". Based on the literature research, this paper adopts the methods of combining qualitative and quantitative analysis, horizontal comparison and vertical comparison. The Northern Xinjiang, represented by Yili Prefecture, and the South Xinjiang, represented by Kashi region, are compared and analyzed. Combined with the statistical yearbooks of Xinjiang over the years, the contents of the statistical bulletins of all the states in Xinjiang are used to extract the relevant data. Factor analysis is used to analyze the income gap between the residents of Xinjiang and Xinjiang, and the factors causing it are described and analyzed scientifically. It is concluded that the natural environment, industrial structure, social security, and so on. The difference in education level is the cause of the income gap between the residents of the northern and southern Xinjiang. Finally, it is suggested to respect the natural laws, develop harmoniously according to the local conditions, optimize the economic structure and realize the increase of the residents' income in order to solve the problem of the income gap between the residents of the northern and southern Xinjiang. Improve the social security system, improve the relevant policy system, improve the level of education, improve the vocational skills of residents.
